The Cdm approved the new annual Ddl on competition, the corrective decree on the two-year composition agreement and the law on cyberbullying. Also on the table are the amendments to the statute of Trentino-South Tyrol, which must return to the Council for final consideration.

The new competition bill incorporates some of the indications provided by the Antitrust Authority, but does not yet intervene on itinerant trade and promotional sales. According to reports in Il Sole 24 ore, on local public services there should be stringent monitoring of municipalities and a possible act of direction with corrective action to be taken in the event of financial losses or more general unsatisfactory management. Municipal administrations are also pulled in to avoid oligopolies in the installation of electric charging stations: they will have to give priority to those with less than 40 per cent of the total charging infrastructure. In order to unblock contractual agreements between accredited entities and healthcare companies, there will also be a dual track of tenders, which will be differentiated between renewal (for those who are therefore already on the market) and new requests. Finally, there will be a stop to those who use baits and poisons such as rat poison in public spaces: those who endanger children or pets will be sanctioned.

New push for concordat, repentance returns

On the tax front, the government is at it again, and on the table of the Council of Ministers, the corrective decree on the two-year arrangement with creditors has landed for final approval. The watchword is 'attractiveness'. The aim is precisely to make the mechanism strongly desired by the Deputy Minister of Finance, Maurizio Leo, as convincing and convenient as possible, expanding the number of adherents to the maximum (and thus increasing the revenue for the state coffers in need of resources to cut the Irpef on the middle class). Despite the adjustments already made, the results of the first year of implementation were substantially below expectations, with about 600,000 adhesions out of 4.5 million small businesses, professionals and the self-employed potentially interested. Acknowledging some of the indications contained in the opinions of the Finance Committees of the House and Senate, the legislative decree should therefore bring with it in the next edition of the concordat the repetition of the special reprieve for the two-year period 2025-26 with its extension also to 2023.

Introduced through parliamentary channels during the examination of the Omnibus decree last September, immediately branded by the opposition as an amnesty, the amnesty had been proposed for the years 2018-2023, but then reduced - with the declaration season still in progress - until 2022. Now 2023 is back on the table as a plausible hypothesis precisely to entice taxpayers to take advantage of the amnesty and finally adhere to the emersion mechanism. At the same time, the possibility of not forfeiting the arrangement could also be introduced if, in case of non-payment of the due amount, one gets back on track within 60 days of the arrival of the relevant reminder. On the other hand, the fate of another amendment that has once again emerged in Parliament to place a cap on the income increases claimed by joining the arrangement is uncertain.
