The General Directorate for Human Resources and Organisation of the Ministry of Culture has published the selection procedure for the conferment of 175 second-tier management positions for the central and peripheral administration of the ministry, with superintendencies, museums and cultural institutes throughout Italy. The aim of the call for applications is to select candidates on the basis of the nature and characteristics of the objectives set, the complexity of the structure involved, as well as taking into account professional aptitudes and abilities, results already achieved in the administration to which they belong and the relative evaluations, specific organisational skills possessed and, where present, previous experience in management roles.
The procedure is aimed at managers belonging to the role of the Ministry of Culture, as well as managers of other public administrations; the application must specify the PA to which they belong. To participate, it is necessary to fill in the online application on the MiC website available from 26 May 2025 until 4 p.m. on 5 June.
Contest directions
.You can apply for up to five management positions by attaching your updated curriculum vitae and the latest management evaluation sheets, up to three if available.
The stakes are high as the procedure also awards appointments, lasting up to three years, for 23 second-tier museums, some of which are highly visited, such as the Pantheon and Castel Sant'Angelo, the Archaeological Park of Herculaneum, the Royal Palace of Naples, the Historical Museum and Park of the Castle of Miramare, the Monumental Complex of the Pilotta, Villa Adriana and Villa D'Este.
All the Superintendencies and the Central Institute for the Digitisation of the Cultural Heritage - Digital Library, whose command post had been vacant for more than two years, are also to be put out to tender.
From the MiC they promise that the selection procedure will take place by 30 June, but this timetable makes one puzzled if one considers that the call for applications for the first-rank executives, which involved 12 general directorates, was completed in about three months.
The union's position
.A certain mistrust leaks out from the unions regarding the very optimistic timing reported by the MiC. "It is a season of reorganisation of the Ministry and this interpellation - declare the national coordinators of the CISL FP MIC, Giuseppe Nolè and Valentina Di Stefano, and the MiC national coordinator of the FLP, Rinaldo Satolli - represents one of the stages of implementation of a reform that presents criticalities that we have represented and attempted to correct, in part without being listened to. The last few months have been months of uncertainty, both on the timing and on how the reform will be implemented, and our offices are very tried by this vagueness. This process must be concluded as soon as possible therefore'. A competition of this magnitude, the trade unionists add, 'can either be an opportunity or turn into a resounding own goal for our ministry. Hundreds of applications will be submitted and we hope, first of all, that the procedure will be fast and handled with the necessary care to avoid appeals that would further lengthen the time". According to union representatives, the tenured managers currently working at MiC will not be enough to cover all the posts advertised, so it is essential to contract in the coming days the 14 colleagues who have passed the course-competition for Technical Managers, which Arteconomy has dealt with in the past, and to allocate positions to officials who are completing the training course at the National School of Administration. In addition to the hope of concluding the procedure quickly, there is also the expectation of being able to integrate new human resources with innovative skills, capable of responding to the future challenges related to the care and management of the cultural heritage.
