Doubling of the Tobin tax
Doubling the Tobin tax. As of January, the tax on financial transactions will rise from 0.1% to 0.2% on regulated markets and from 0.2% to 0.4% on others. The rate on high-frequency trading will rise from 0.02% to 0.04%. The doubling affects transfers such as shares and financial instruments issued by companies resident in Italy and the corresponding representative securities, as well as high-frequency transactions on Italian financial markets. Among the excluded cases are shares traded on regulated markets or multilateral trading systems issued by companies (identified annually by Consob) with an average capitalisation in November of the previous year of less than EUR 500 million. Moreover, the tax does not apply if the transfer of ownership occurs by inheritance or gift. The expected revenue for the State's coffers is EUR 337.3 million as of next year.
Online shopping: EUR 2 fee for non-EU parcels
A two-euro fee, to be paid on postal parcels purchased outside the EU with a value of less than EUR 150, will come into force from 2026. It is a tax that affects small online purchases and is to be added to the three euro tax, foreseen on the same type of goods, approved by the EU and which will come into force in July 2026. According to Codacons, the amendment would be illegitimate 'because it would violate European customs rules'. The associations' reference is to Article 3 of the Treaty on the Functioning of the EU, according to which 'a Member State cannot unilaterally introduce tariffs, limits or trade barriers towards other countries, because by law customs rules must be homogeneous throughout the European territory. This means - explains Codacons - that the government, if it wants to apply a 2 euro tax on parcels, must extend its validity to all shipments'.
