From public administration to cancelled fines for no vax, from insurance against calamities to tourism in the Apennine ridge to the Fans' Council: there are about 22 articles in the Milleproroghe decree being examined by the Council of Ministers. Here are the main measures of the measure.
Anti-calamity Insurance
The obligation for companies to insure themselves against damage caused by natural disasters was postponed to 31 March 2025. The measure in question was included in the Budget Law 2024, but the implementation decree was still awaited.
Fines to no vax cancelled
.Stop the 100 euro fines issued against those who did not comply with the vaccination obligation during the Covid pandemic. In a new draft of the 'Milleproroghe' decree, an article provides for the 'definitive' halt to ongoing sanctioning proceedings. While - the text goes on to say - 'fines already imposed are cancelled'. Pending judgements are 'extinguished as of right'. But the sums already paid are not reimbursed, as had filtered through in a non-final version of the text.
Supporter consultation postponed until the end of 2025
Another year for the entry of fans into the boards of clubs. The constitution of an advisory body in the articles of association of professional sports clubs, provided for by the football bill (and repeatedly extended), now slips from 31 December 2024 to 31 December 2025. The body in question, according to the currently existing regulation, has the task of giving 'obligatory but not binding opinions, for the protection of the specific interests of fans' and is made up of 'no fewer than three and no more than five members, elected every three years by the subscribers to the sports club', excluding those who have received a Daspo or are subject to measures provided for by the anti-mafia laws or sentenced, even with a non final sentence, for offences committed on the occasion of or because of sports events.
