The Chamber of Deputies approved the Pnrr decree with 140 votes in favour, 91 against and 3 abstentions. The text, on which the government had placed the question of confidence on Tuesday, now passes (armoured) to the Senate (it expires on 1 May). Dl Pnrr changes on PagoPa, stop Poste's dominant pacts
According to an amendment approved in the budget committee, Poste, in the event of entry into PagoPa, will not be able to enter into shareholders' agreements with Poligrafico dello Stato that have the effect of exercising a dominant influence on the governance of the company. Moreover, the provisions of the law on the protection of competition remain unaffected, it is clarified, according to which merger modification operations are subject to the merger discipline and must be submitted to the prior control of the Antitrust Authority. In the initial version of the rule, it was foreseen that control could be transferred to Poligrafico dello Stato and for the rest, for a share not exceeding 49 per cent, to Poste Italiane. The provision had caused concern in the banking world and among international payment and card circuits.
Credit licence in construction, will also be extended to other sectors
.The Budget Committee also approved the reformulated amendment on the credit licence for construction companies. The proposed amendment absorbs a number of requests for corrections made by the majority and the opposition, but the latter still rejected the reformulations proposed by the rapporteurs. The prospect of extending the new certification tool to other sectors remains confirmed. It will be a Dm that will define its areas of application. The document will initially count for 30 credits and 15 is the threshold below which it will no longer be possible to work on construction sites. In this case too, it will be a subsequent Ministerial Decree that will define 'the criteria for awarding credits in addition to the initial score, as well as the procedures for recovering credits that have been deducted'. After further consideration, the table of credits deducted for accidents that cause incapacity (penalties increase in the most serious cases) has also been revised. The credit licence is excluded for 'those who carry out mere supplies or services of an intellectual nature' and for companies 'in possession of the Soa qualification certificate in classification III or higher'. The licence will be issued in digital format by the Labour Inspectorate in the presence of requirements that can also be self-certified, but if the declarations are false, the pass will be revoked for one year. In addition to proving that they are up to date with their safety training obligations, companies must have the Durc, the Dvr and the Durf and must have designated the person in charge of the prevention and protection service.
Easier recruitment in health care with flexible contracts
For the health sector, the approved amendments in any case guarantee easier recruitment with flexible contracts, from fixed-term contracts to co.co.s., with an easier lane to hire specialisation students from the second year onwards without the constraints of the past. A novelty hailed by the Anaao hospitalists as a first step towards tackling the problem of staff shortages in hospitals and combating the phenomenon of tokenists.
A Cdp control and management of university housing funds
The verification and control of the implementation and reporting of the measures financed under the Pnrr for university housing will be carried out 'with the support' of Cdp and companies directly or indirectly controlled by Cassa. Cassa is also entrusted with 'the management of state funds subject to administrative procedures', without prejudice to the application of the rules and procedures of the Pnrr to any property deemed eligible for the achievement of target M4c1-30.
