From pensions to healthcare, 40 bills linked to the 2026 manoeuvre are on the way

From pensions to horseracing, from the fight against poverty to the valorisation of the sea resource, from the reform of the chartered accountants' system to the experimentation of artificial intelligence systems and models to be applied to justice: there are 40 bills that the government will put forward as 'connected' to the next economic manoeuvre. The list, contained in the new Documento programmatico di finanza pubblica, certainly gathers together those regulations on which the various ministries have focused their attention, with the aim of arriving at a speedy approval.

This is because the so-called 'connected' bills to the budget law are bills that, with amendments and additions, aim to make the objectives of the manoeuvre concrete. This is why they have a preferential route, but are not included in the budget law, thus avoiding making the budget law more burdensome. The list is very long and, even if only in some cases, the connection with an economic impact law is evident. On the way are interventions on pension regulations, labour and social policies, the fight against poverty, measures for large families, the proxy for the reorganisation of the National Health System, the proxy for the health professions, and the proxy for the reorganisation of the entities supervised by the Ministry of Health. But also the proxy for the determination of the Lep, the proxy for the reorganisation of pharmaceutical legislation, the proxy for chartered accountants, the revision of the consolidated text of local authorities and the provisions for the implementation of the EU Pact on migration and asylum.

On the justice front, new provisions are envisaged on the ordinary judiciary, the experimentation of artificial intelligence models applied to justice, and the proxy for the reform of the legal system. Then there are measures for strategic investments, provisions for the simplification of the education system and for the valorisation of the school building heritage, the proxy for the reform of extraordinary administrations, the valorisation of the sea, support for the book industry, young people and universal civil service, revision for the access of university researcher and teaching staff. They then range from the reform of the horse racing sector to sanctions to protect Italian food products, and the strengthening of defence capabilities.
