The free virtual assistant that helps young people look for work arrives: here's how it works

From September, a digital platform for 120 thousand young Neet to be accompanied towards work with the support of AI. It will help young people to orient themselves in the labour market, indicating which profiles are most in demand by companies in real time, responding to the characteristics and aspirations of workers. With the assistance of this platform, one will be able to improve one's Cv and simulate a job interview.

A unique digital platform AppLI, which through the use of artificial intelligence, will help young Neet to orient themselves in the labour market, indicating which skills and profiles are most in demand by companies in real time, responding to the characteristics and aspirations of workers. With the assistance of this platform, they will be able to improve their CVs, simulate an interview, orient themselves in the world of work and explore training and job offers related to the desired profession.

 The Ministry of Labour and Inps presented AppLI, describing it as a virtual assistant targeting a potential audience of approximately 1.4 million Neet young people between 15 and 29 years of age (almost 1 in 5 of the young people in that age group), who are not studying, not in education or training and not working (the acronym is Not in Employment, Education or Training).

AppLI is a platform that is accessed through a dedicated link. Although a mobile application is not yet available, the platform will also be fully usable from mobile devices, with an interface designed to ensure an effective user experience even from smartphones. From mid-September 2025, interested users will be able to apply for access to AppLI by contacting their local Job Centre. In the first phase, priority will be given to Neet young people: the target audience is expected to be up to 120,000 young people, via the Job Centres. AppLI differs from other job search tools, thanks to the use of generative Artificial Intelligence: it offers a customised experience, a virtual assistant available H24, which will be integrated into the functionalities of the Siisl digital platform, supporting the operators of the Job Centres, to create a single ecosystem of regional and national services.

The platform provides a tailor-made orientation, based on individual needs and objectives, allows users to learn about and reason about job opportunities relevant to their skills in the reference territorial areas, presents the training opportunities available on the Siisl platform, explores labour market data and trends through integration with the Labour Market Intelligence platform created by Sviluppo Italia, supports the creation and optimisation of Curriculum Vitae, assists in writing a cover letter and simulates job interviews, and encourages continuous learning through short and targeted sessions (microlearning). The same platform provides useful information on self-employment and self-employment, and accompanies users in the complete management of their applications.

The experiment

The web coach implemented by the Ministry of Labour is an experimental project focused, at the moment, on the needs of Neet. The current version is the result of the use by about two thousand young people who, thanks to the involvement of the Regions and the active collaboration of more than 200 operators of the Job Centres, have used AppLI to improve their CVs, simulate an interview, orientate themselves in the world of work and explore the training and job offers related to their desired profession.

AppLI draws on its up-to-date information - such as job vacancies or available public services - in real time, using paradigms such as Retrieval-Augmented Generation (RAG), to integrate up-to-date data and answers. RAG is an artificial intelligence framework that allows an LLM (large language model) to retrieve up-to-date and specific data, improving the quality and accuracy of its answers.

The cost of youth inactivity weighs 2% per year on GDP

At the press conference presenting the new platform, it was recalled that the condition of inactivity, which unites young people from the North to the South of Italy with different nuances, has strong repercussions both in the short and long term: on the social front, relegating a large segment of the population to the margins; on the economic front, with an estimated cost of around 2 % of annual GDP and a burden on the imbalance of the social security model and welfare spending.

'AppLi is a concrete example of the role the public administration can play in using artificial intelligence for the benefit of people,' said Labour Minister Marina Calderone. The ministry's web coach, thanks to the interaction between user and AI, accompanies young people who are neither studying nor working to discover their talents and ways to transform them into active participation in society. It makes the opportunities of the world of work transparent, visible'.

The Inps, with the Siisl Platform and with tools such as Appli, is 'alongside the Ministry of Labour to contribute concretely to reducing the mismatch between labour supply and demand,' added Inps CEO Valeria Vittimberga.

"Young people are accompanied along a customised path towards employment,' added Vincenzo Caridi, head of Active Policies at the Ministry of Labour, 'Appli is not a generic chatbot, but an artificial intelligence system specialised on employment in Italy, integrated with public services, able to provide concrete and up-to-date answers, which keeps the users' history, proposes tailor-made paths, and will be the new standard for the interface of the public employment system, from Job Centres to Inps, to Regions.
