In the sitting of Tuesday, 23 April, the Chamber of Deputies approved the bill for the conversion into law, with amendments, of Decree-Law 25/2025 on urgent provisions on the recruitment and functionality of public administrations, in the text of the Commissions, including the errata corrige, on which the government had placed a confidence vote, which was approved with 188 votes in favour and 87 votes against. In the end there were 141 votes in favour, 71 against and 2 abstentions. The measure now goes to the Senate. It must be converted into law by 13 May.

The Public Administration reform passed by the Chamber of Deputies is an apparently technical measure, but one that is capable of redesigning the architecture of the Public Administration, intervening on structural nodes such as recruitment by rankings, mobility, stabilisation, and the strengthening of governance over recruitment through the Ripam Commission, which is entrusted with the coordination and conduct of competition procedures. With its 22 articles, the measure is in line with the structural reforms called for by the NRP. Among the solutions envisaged are the establishment of the social media and digital manager in public administrations, new hires at the Agency for cybersecurity, and an extra two months for municipalities, until 30 June 2025, to deliberate on the rates of the Waste Disposal Tax (Tari).

Local governments: step forward to overcome pay gap with central government

Special attention has been paid to the functionality of local authorities, where, among other things, a concrete step is taken to overcome a historical disparity in pay packets with central administrations. And this is thanks to the green light for the increase of the ancillary salary.

Among the novelties is also the measure that allows regions, provinces, metropolitan cities, and local authorities to hire graduates from the Higher Technical Institutes (ITS Academy) as civil servants with fixed-term contracts. This measure aims, on the one hand, to attract new generations to the public sector and, on the other, to provide administrations with qualified technical skills.

Inpa Portal mandatory step for public competitions

The Inpa portal becomes the compulsory passage for all public competitions. Public administrations are obliged to absorb at least 15 per cent of the staff on secondment for more than 12 months, within the limit of their own recruitment powers. As of 31 December 2025, contracts for seconded staff that are not converted into recruitment will end automatically, without extension, and cannot be reactivated for at least 18 months. These measures would be aimed at combating precariousness in the public administration.

More time for municipalities to deliberate on Tari tariffs

Accepting the requests of the Municipalities, an amendment was also passed that postpones from 30 April to 30 June 2025 the deadline by which entities must approve the financial plans for the municipal waste management service, the rates and regulations for the Tari (municipal waste tax) and the tariff fee. The payment deadlines for instalments already established by municipal regulation remain unchanged.

Recovery Fund for Drug Addiction

In order to strengthen the prevention of and recovery from drug addiction and other pathological dependencies, a Fund with an endowment of more than EUR 23 million is established in the budget of the Ministry of Health for the year 2025. The related costs will be covered through the reallocation of the residual resources of the 8 per thousand share of Irpef directly managed by the State.

New Personnel for the Cybersecurity Agency

News also for the Cybersecurity Agency, which, in view of the evolving regulatory framework and new security requirements, will be able to hire staff. Planned resources, EUR 1 million for 2025, rising to 4 million in 2026 and 5 million from 2027.

Provision is also made for the reallocation of resources already earmarked and not used by municipalities that have applied for grants for expenses related to municipal secretaries. Measures are also established to strengthen the staff in the territories affected by the earthquakes of 2009 and 2016, as well as in the areas of Emilia-Romagna, Marche and Tuscany affected by the floods of May 2023.
