From the first Tax Code to Electronic Invoicing. These are the main projects for the 'digitalisation of the Italian State' carried out by Sogei, the general IT company of the Ministry of Economy and Finance, which is celebrating the 50th anniversary of its establishment 'by retracing its decisive contribution to the digital modernisation of Italy and the strengthening of public services for citizens, businesses and the Public Administration'.
The company, founded in May 1976, traces the projects that 'have transformed the relationship between the State, citizens and businesses'. In addition to the introduction of the tax code and electronic invoicing, there are the creation of the Anagrafe Tributaria (At), the Anagrafe Nazionale della Popolazione Residente (Anpr), the digitisation of the Cadastre, the Sistema Tessera Sanitaria, the pre-filled tax return, the dematerialised prescription and the Unica platform.
"Celebrating 50 years of Sogei," says CEO Cristiano Cannarsa, "means above all thanking the people who had an extraordinary vision in the 1970s, leading to the establishment of a unicum 'Società Generale di Informatica' Spa; the shareholder Ministry of Economy and Finance for having strongly believed in and supported this project; all the Departments of the MEF and the Tax Agencies for having made Sogei their Technology Partner; and Parliament and the Parliamentary Committees, first and foremost the Supervisory Commission on the Tax Registry for having consistently emphasised the central role of information technology in implementing the principles of our Constitution and overseeing and guaranteeing fairness in the governance of the tax levy and democracy and balance in the management of state resources'.
But also, continues Cannarsa, "to celebrate the pride of Sogei's employees, who with a pioneering spirit started thisjourney into State IT, and with determination and stubbornness made it evolve, following a path built together with the Institutions, based on skills, reliability and spirit of service that today makes Sogei not only a Technology Partner but a true Partner for Public Administration Innovation".
This anniversary, Sogei explains, celebrates the transition from the era of information technology to the era of Data and AI. It is not a point of arrival, but a new starting point towards the challenges of this transformation, which Sogei intends to govern and make sustainable, arriving at the potential formation of a strategic asset for the future, Data, to be valued, like tangible assets such as real estate, among the items in the state budget.
