Vaccines and blood tests in pharmacies, a stop to diploma mills, halving the number of years to declare presumed death, and the possibility to intervene more simply on fenced properties: these are some of the simplifications contained in the bill that is expected to be presented on Tuesday in the Council of Ministers by the Minister of Public Administration, Paolo Zangrillo.
The measure is part of the broader simplification plan that aims to introduce 200 simplifications by 2024 and 600 in total by 2026. Here are the main novelties.
Purpose Pharmacies
.Pharmacies will be able to administer all vaccines (no longer just the Covid vaccine) to people over the age of 12, the number of tests that can be carried out with a capillary blood sample will be increased (blood glucose, cholesterol, triglycerides, etc.), and it will be possible to choose a general practitioner and paediatrician of choice from those affiliated with the National Health Service. In addition to the green cross identifying the pharmacy, there may be a sign with the name 'Service Pharmacy'. The pharmacy will also be able to deliver medical devices for the treatment of home care patients.
Five years for the declaration of presumed death
.The time for the declaration of absence and the declaration of presumed death is halved. Presumed legal successors and anyone who reasonably believes that they have rights to the deceased's property dependent on his death may apply to the competent court to have his absence declared one year after the last notification (currently two years). A declaration of presumed death will take five years instead of ten.
Ashes dispersal, online authorisations
"Authorisations for the entrusting or scattering of ashes," the decree states, "are issued, by telematic means, by the civil status officer of the municipality of the place of death on the basis of the death notice, Istat form, necropsy certificate and any other data and information in possession, also transmitted telematically by the competent health directorate, the attending physician and the necropsy doctor or by the funeral company on behalf of the entitled persons.
