From Turin to Palermo the map of litigation in the Courts
An analysis of labour cases in the various Italian courts shows a general increase in proceedings and several shared trends

A general increase affecting the whole country and many shared trends. The analysis of litigation in the different Courts shows the territorial specificities of the trend in labour disputes.
Torino
At the labour section of the Court of Turin it is the litigation related to public employment that has the largest numbers. "For 97 per cent, these are lawsuits filed by precarious teachers against the ministry, which are constantly increasing because the type of claims has expanded," explains the president of the labour section, Daniela Paliaga. "What also increases the numbers," she continues, "is the practice of filing an appeal for each claim, even if it relates to the same person; thus the proceedings multiply, with a considerable increase in work for all those involved in the process. Since this year, we have set up a monitoring system, to bring together cases with the same claimant and assign them to one judge; and we dutifully take into account the initial split when settling court costs. Fortunately, the system has been understood: appeals are starting to arrive which, as is already the case for the rest of the litigation, contain all of the plaintiff's claims. I hope that everyone will adapt quickly so that we can rationalise the numbers'.
In 2024 in Turin, injunctive decrees also increased: 'These are mostly,' continues the president, 'requests for sums not paid by the employer, against the issue of a pay slip. On this we have widened the mesh: we pronounce an injunction even when the pay slip is missing, if previous and subsequent ones provide all the elements. Obviously the employer can oppose this.
Milano
New labour and welfare cases registered at the Milan court in the first six months of 2025 totalled 5,066. In the whole of 2024 there had been 11,456. 'We do not know how the second half of the year will close,' explains the president of the Employment section, Paola Ghinoy, 'but we estimate that there will be substantial stability compared to last year.
The weight of pension cases is around 20 per cent: in the first six months there were 1,033 (out of 5,066) and in 2024 there were 2,347 (out of 11,456). "These are disputes for omissions in contributions or linked to assessments," the president goes on to explain. Even in Milan's capital city, disputes linked to public employment have grown: "A large part of the proceedings concerns school personnel," the judge continues, "not only for the attribution of the teacher's card to teachers hired on a temporary basis, which has been clarified by case law, but also for the recognition and payment of holidays to precarious teachers.
