Fuels, incentives for green plants and the Qr code: here are the guidelines for reorganising the sector

At the Ministry of Enterprise the discussion with trade associations to anticipate the contents of the reorganisation bill expected in one of the next Council meetings

Goodbye to the average price replaced by the Qr code, incentives for the transformation of plants in a green key, with the financing of 50% of the expenses incurred up to a maximum of 60,000 euro, as well as administrative incentives and bonuses if a building is built or renovated in an area where there is a disused plant (volumetric bonus of 10% more than normally envisaged). These are some of the novelties that will be contained in the bill to reorganise the fuel sector, which the government intends to have approved by one of the next Council of Ministers.

Meanwhile, at the Ministry of Enterprise and Made in Italy, the guidelines for the reorganisation of the sector were presented to the trade associations, which are preparatory to the systematisation of the matter in the measure expected on the table at Palazzo Chigi. The discussion was attended by the head of MIMIT, Adolfo Urso, and the undersecretaries for Enterprise, Massimo Bitonci, and the Environment, Claudio Barbaro.

Urso: a long-awaited measure by the productive categories

"This is a measure long awaited by the production categories and on which we had made a commitment when, at the beginning of last year, we began a significant confrontation with the representatives of the sector for the application of the Decree on the transparency of fuel prices. At last, an organic law that will make it possible to qualify sales outlets, to regulate their bargaining with oil companies, and to accompany the conversion to electricity, making the sector more sustainable," explained Minister Urso.

The Intervention Guidelines

The regulatory intervention is based on four guidelines: the regulation of the authorisation system for fuel distribution activities; the regulation of contractual relations regarding the management of distribution facilities; the amendment of provisions on the indication of fuel prices; and the rationalisation and reconversion of the urban and extra-urban distribution network.

Bitonci: goodbye to silent consent for new authorisations

Entering into the details of the measures that will be included in the measure, Bitonci clarified the terms of the new authorisations that 'will arrive within 90 days in express form: silence of consent will disappear and from 2025 they will be conditional on the distribution of at least one product other than fossil fuels. With regard to contracting, the contract is typified by the inclusion of minimum requirements'. Then, he added, 'the display of the sign on the average price is overcome with the introduction of the Qr Code, and the indication of the differential between served and self-service is eliminated'.

Murano (Unem): the government recognised and appreciated our contributions

For Unem president Gianni Murano, 'the reform project presented today appears to be acceptable in substance, although it must be seen in detail in the articulation to fully appreciate its details and directions. The government, in the figure of Undersecretary Bitonci, has repeatedly acknowledged and appreciated the contributions made by the round table with the social partners initiated by Unem. As far as we are concerned, we will continue to work for every possible improvement that meets the objectives stated by the DL: to rationalise, modernise and legalise the fuel distribution network".

Members of the trade unions: partly acceptable project, now we wait to read the measure

While waiting for the measure, the trade unions give a judgement, for the time being, positive. "The project for the reform and restructuring of the fuel network presented today is partly acceptable, and gathers some important indications coming directly from the operators. Certainly, however, we can only wait to read the details of the announced measure," wrote the associations representing operators Faib Confesercenti, Fegica and Figisc Confcommercio in a joint note, at the end of the industry round table. "Our organisations will be watching very carefully to ensure that a measure awaited for decades to reorganise the sector does not turn into a gift to the usual potentates with huge economic interests. We therefore maintain a reservation especially on what concerns the environment and labour contracts. In this regard, the presidencies of the managers' organisations will meet on 21 May to decide on the initiatives to be taken'.
