A draft charter sent by the US administration to some 60 countries stipulates that member states must contribute USD 1 billion in cash in order to maintain membership beyond three years. This is what emerges from the document seen by Reuters.
According to the text, each member state will be able to remain in office for up to three years after the Charter enters into force, with renewal subject to the decision of the body's president. The draft was first reported by Bloomberg News.
However, the three-year limit would not apply to countries that, within the first year of the statute's entry into force, contribute more than USD 1 billion in cash funds to the so-called Board of Peace. In this case, the duration of membership would be exempt from the time constraint for other members.
The document does not clarify further governance criteria or how the funds are to be used, but the financial clause introduces a clear distinction between contributing and non-contributing states in the tenure of the body.
