The SGP is an 'ambitious but realistic' document, the 'presentation of which comes at a time of mixed trends'. This was said by Economy Minister Giancarlo Giorgetti. The head of the MEF was speaking at a hearing in the Chamber of Deputies on the Medium-Term Budgetary Structural Plan 2025-2029 presented by the government, the first step towards the manoeuvre.
Giorgetti was heard by the budget committees of the House and Senate. 'The stability of public finances,' he stressed, 'is an element of great importance in this context'. The minister spoke of 'rapid deficit cuts'.
The Budget Structure Plan arrives tomorrow, Wednesday 9 October, in the Chambers of the House and Senate in view of the upcoming budget law. According to parliamentary sources, the majority will present a joint resolution while the opposition will be in no particular order and each group (PD, M5s, Avs, Italia viva) will present its own.
Italy out of deficit procedure by 2027
"The government," Giorgetto explained in his speech, "believes that, while adopting an adjustment profile consistent on average with that estimated by the Commission, it can achieve a faster reduction in the ratio of net borrowing to GDP such as to take Italy out of the excessive deficit procedure as of 2027. The structural correction path identified over the seven years of adjustment corresponds to an average annual growth rate of net expenditure of 1.5 per cent, which is in line with that of the Commission's reference trajectory,' he reiterated.
In the manoeuvre wedge, Irpef, health funds and public administration renewals
'The budget manoeuvre that we will present in the coming weeks,' Giorgetti said, 'will provide the necessary resources to confirm the interventions deemed necessary: these include measures to make the effects of the wedge cut structural and the unification of the Irpef rates into three brackets. As well as measures to encourage the birth rate and support for large families'. "The manoeuvre," he added, "will also allocate resources for the renewal of public contracts for 2025-27" and increase funds for public healthcare. The resources will come from deficit spaces and specific hedges, the minister concluded.
