Giuseppe Biazzo: Cabina di Regia for strategic infrastructures in Lazio
Biazzo proposes a mission unit to coordinate infrastructure investments in Lazio, with a focus on transversal roads and connections to Rome.
"We propose to the president of the region, Francesco Rocca, to launch a mission unit dedicated to infrastructures, a steering committee for the works to be completed and an extraordinary and coordinated investment plan for Lazio to cut travel times on the transversal roads and towards Rome. The themes of infrastructures and simplifications were some of the main points of the report by the president of Unindustria Lazio, Giuseppe Biazzo, at the association's assembly yesterday in Rome. An event attended by 1,200 entrepreneurs and also attended by the president of the Lazio region, Francesco Rocca, the mayor of Rome, Roberto Gualtieri, and the Minister of Enterprise and Made in Italy Adolfo Urso, with the conclusion of the works entrusted to the president of Confindustria Emanuele Orsini.
Priority infrastructures
Biazzo listed the strategic infrastructures for the Region: "The Frosinone-Latina, the Orte-Civitavecchia, the Salaria, the Cassia, the Roma-Latina, the Cisterna-Valmontone, the Sora-Cassino-Gaeta with its strategic port, together with the Tav in lower Lazio. Works that must be in a single masterplan. Rieti, Viterbo, Frosinone, Latina, Cassino, Aprilia and Civitavecchia must be reachable with modern and safe infrastructures and be connected to Rome in 60 minutes".
The Simplified Logistics Zone
The president devoted much attention to the ZSimplified Logistics Zone (Zls) and the Industrial Consortium. On the Zls, he emphasised: 'After a year since the proposal and the encirclement of Lazio by regions included in the single ZES (Special Economic Zone), we can no longer wait any longer for its approval. The Zls must be a first response to the attention that the region's industrial areas deserve.
The Industrial Consortium of Lazio
On the Lazio Industrial Consortium, Biazzo said: "We believe that it must become a true enabler of development and include other important areas such as Civitavecchia, a large part of Santa Palomba, the Tiburtina area in Rome, and the Viterbese poles. The 100 million allocated by the government for companies in the consortium perimeter can be an important starting point. All the more so now, however," he stressed, "we need the Region to give the Consortium a clear path on its new structure, governance, resources, and competences.
Governor Rocca's openings
Sul punto, è stato lo stesso governatore Rocca a spiegare, dopo aver accolto «con favore la proposta di una regia sulla infrastrutture» proposta da Biazzo: «Abbiamo tolto la politica dalla governance del Consorzio - ha detto Rocca - mettendo un professore universitario che sta facendo un lavoro tecnico. Grazie a questo lavoro, abbiamo trovato altri 100 milioni, dati dal governo ai territori, che altrimenti non sarebbero arrivati. Ora è il momento di approfondire il tema e guardare a una robusta governance e non a una spartizione di poltrone». Aperture anche dal sindaco Gualtieri: «Siamo disponibili a conferire aree rilevanti. Naturalmente ci interessa che il consorzio industriale faccia delle cose utili, e che quindi si caratterizzi per una capacità operativa efficiente sul piano, non solo delle regole urbanistiche, ma anche dei servizi e del supporto effettivo alle imprese. Dall’altro, la governance deve essere adeguata alla presenza di Roma».
