Gorizia pays the highest waste tax

Those living in Gorizia paid the highest waste tax in the North East in 2024. It is 432.70 euro, 9.64% more than the previous year. Not even in Venice, a city of water with a more difficult collection, does it go that far, and in fact the outlay was about EUR 364.31, an increase of 6%. On the other hand, lagging behind the capital of Friuli Venezia Giulia is Rovigo at around 406 euro, a slight drop compared to the previous year (-0.43%). Doing the maths is the Social State, Tax and Social Security Policies, Immigration service of Uil nazionale. The reference sample is a four-person household with a home of 80 square metres and an Isee income of 25,000 euro. In the cities where the punctual tariff (Tarip/Taric) is in force, the so-called "minimum emptying" was considered and the amount is inclusive of 10% VAT. In addition, the analysis is based on data from municipal resolutions concerning the Tari tariffs (Finance Department 2024) and on the shares of net family income (Istat 2023, latest available data).

The union's calculations show that none of the Triveneto capitals is in the top ten of the most expensive cities, where more than 480 euro is paid annually. On the contrary, four towns are included in the list of municipalities with the lowest Tari. These are Belluno (186.20 euro; +4.9%), Trento (201.70 euro; +6.6%), Udine (211 euro; -1.19%) and Pordenone (214 euro; +15.2%), all below the national average of just over 337 euro. The largest year-on-year drop concerns Trieste, where the typical family spent €338.74 last year, down by -2.09%. After Pordenone, the most significant increase was in Vicenza, which posted +15%, at 245 euro. To complete the picture, in Bolzano, the tax was higher than in Trento and amounted to 292 euro (+10% in one year). In Verona the jump was +6.3% to 231 euros, but the recent resolution of Palazzo Barbieri confirms that there will be an increase this year as well. In Treviso (EUR 262) there has been no adjustment in 12 months, and in Padua the adjustment was +2.41% (EUR 254). Overall, the amount in the North East rose by 2.25%.

The variables that determine the cost,' Uil reflects, 'are different, but much depends on the success of recycling and the proximity of disposal plants. The study also assesses the impact of taxation on household income. "In 2024, southern households," it says, "incurred an average expenditure of 388 euro, compared to 278 euro in the north-east of the country. Worse still, the incidence of the Tari on household income is 1.34% in the South, more than double the 0.64% in the North-East. This imbalance is justified neither by the quality of the service nor by a higher production of waste, but is the result of an inefficient system, lacking the necessary infrastructure to reduce disposal charges'. The Pnrr, notes the confederal secretary, Santo Biondo, 'should have represented an opportunity to bridge this gap. But the absence of technical and administrative support tools is slowing down the construction of new treatment and recycling plants'. Va.Za.
