Yes from the Senate to the conversion into law of the Floods and Phlegraean Fields Decree, containing further urgent provisions to deal with the extraordinary flooding events that occurred in the territories of Emilia-Romagna, Tuscany and Marche and the effects of the bradyseismic phenomenon in the Phlegraean Fields area, as well as provisions of a financial nature on civil protection.
The urgent measures are aimed at ensuring the continuity and effectiveness of interventions in the territories affected by natural disasters. With a focus on administrative simplification, coordination between institutions, and citizen participation. Responding promptly, transparently and concretely to emergencies, laying the foundations for sustainable and integrated reconstruction in the medium to long term.
The Interventions
.The text highlights the legislator's desire to provide timely and effective responses by simplifying administrative procedures and speeding up public and private reconstruction work. It envisages the extension of deadlines, the reorganisation of the commissioner structures, and the strengthening of the personnel involved, also with extraordinary modalities of secondment and appointment. Particular attention is paid to the coordination between the various institutional levels - from the central State to the Regions and local authorities - to guarantee an integrated management of the emergency and post-emergency phase.
Citizen involvement
.The text is not limited to technical and operational aspects, but also provides for tools to directly involve citizens, such as the activation of extraordinary technical commissions for complex cases and a public communication plan aimed at disseminating risk culture. Financial resources are also earmarked for immediate interventions and for the continuation of activities that have already begun, with the aim of guaranteeing the continuity of ongoing actions.
