Up to 200 euro with Isee of less than 25 thousand euro per year
The measure, which aims to promote sustainability and energy transition, is aimed at individuals who replace obsolete household appliances. To access the subsidy, it is necessary to hand over to the seller a household appliance of the same type and lower energy class than the subsidised one, which will be properly disposed of with a view to recycling materials. The bonus covers up to 30% of the purchase cost, with a ceiling of EUR 100 per household, rising to EUR 200 for households with an ISEE of less than EUR 25,000 per year. The available resources amount to over EUR 48.1 million.
Voucher to be used within 15 days
The facilitation - in the form of a discount on the invoice by the seller - is intended for the purchase of washing machines, washer-dryers, ovens, hoods, hobs, tumble dryers, refrigerators and freezers with high efficiency and that are produced in an EU factory. End users will be able to submit applications - one product per household - via the IO app or from the https://bonuselettrodomestici.it/utente website by logging in with Spid or electronic identity card (Cie) and following a guided procedure. Before obtaining the electronic voucher, which must be used within 15 days, they will have to declare that they are in possession of a household appliance to be replaced with a new one of the same commercial category with a higher energy class, and they will have to communicate their Isee information if they intend to access the increased discount. It will be possible to apply until the resources are completely exhausted. At that point, applications will end up on a waiting list, to take advantage of any unsuccessful applications, and will be handled in chronological order.
What manufacturers must do
Producers must submit, via Pec, an application to Invitalia, which manages the measure. The latter, once it has carried out its checks, will notify PagoPa of the names of the delegates who will be able to compile the computerised list of appliances admitted to the campaign. Once enabled, the producer will receive an email link to access the portal and upload the files with the list of products.
Procedures for Sellers
As far as vendors are concerned, as of 27 October they will have to join and sign the contract via the PagoPa reserved area by logging in with Spid or Cie; register at least one point of sale (physical or online), which will be included in the list that can be consulted by users on the https://bonuselettrodomestici.it website; indicate the operators of the individual points of sale and assign access credentials to the dedicated portal. If the seller has an e-commerce shop window enabled, the user follows the on-screen instructions and enters the voucher code before payment. In the case of an in-store purchase, the point of sale operator accesses the portal with the credentials received and then selects the product by entering the sale price and the code of the electronic voucher presented by the user. The correspondence with the associated tax code must be verified only if the user does not use the voucher via the IO app.
Pre-authorisation
The IT platform will calculate the discount amount on the invoice and generate a transaction in 'pre-authorisation' status (transaction to be confirmed by the seller). If the pre-authorisation procedure is not completed by 11.59 p.m. on the day the transaction starts, it is automatically cancelled and the voucher becomes spendable again.
