The first phase of the home appliance bonus will start in the next few days, with the procedures for manufacturers and sellers. Then, probably by the first week of November, the opening date for consumer applications on the PagoPa IT platform will be announced. All the rules, which Il Sole 24 Ore can anticipate, are contained in a package of two directorial decrees of the Ministry of Enterprise and Made in Italy. It is also clarified how the incentive can be applied for if a product is purchased online.
Bonus up to 200 euro but Isee counts
To recapitulate, the subsidy - in the form of a discount on the seller's invoice - is intended for the purchase of high-efficiency washing machines, washer-dryers, ovens, hoods, cookers, hobs, tumble dryers, refrigerators and freezers produced in an EU factory. It may amount to a maximum of 30% of the purchase cost and in any case up to EUR 100 per household appliance, which can be increased to EUR 200 if the purchaser's household has an Isee income of less than EUR 25,000. A total of EUR 48.1 million is available.
Questions on IO app or internet portal
End users will be able to submit applications - only one product per household - via the IO app or from the https://bonuselettrodomestici.it/utente website by logging in with their Spid or electronic identity card (Cie) and following a guided procedure. Before obtaining the electronic voucher (which must be used within a set deadline), they will have to declare that they own a household appliance to be replaced with a new one in the same commercial category with a higher energy class, and they will have to provide Isee information if they intend to access the increased discount. It will be possible to apply until the resources are completely exhausted, at which point applications will end up on a waiting list, to take advantage of any unsuccessful applications, and will be handled in chronological order.
What manufacturers must do
Producers will have to submit, via Pec, an application to Invitalia, which manages the measure. The latter, once the checks have been carried out, will communicate to PagoPa the names of the delegates who will be able to compile the computerised list of appliances admitted to the campaign. Once enabled, the producer will receive a link via email to access the portal and upload the files with the list of products.
Procedures for Sellers
As far as vendors are concerned, they will have to join and sign the contract through the PagoPa reserved area by accessing with Spid or Cie; register at least one point of sale (physical or online) that will be included in the list that can be consulted by users on the https://bonuselettrodomestici.it website; indicate the operators of the individual points of sale and assign the credentials to access the dedicated portal. If the vendor has an e-commerce shop window enabled, the user follows the on-screen instructions and enters the voucher code before payment. In the case of in-store purchases, the point of sale operator accesses the portal with the credentials received and then selects the product by entering the sale price and the code of the electronic voucher presented by the user. The correspondence with the associated tax code will only have to be verified if the user does not use the voucher through the IO app.
