Housing plan approved by committee: rent support for students living away from home
Funding is on the way for university students’ accommodation. Decree 66 is due to be put to a vote of confidence on Monday

Support for students living away from home who are enrolled at state universities. Refinancing of the fund dedicated to student accommodation under the Housing Plan is on the way. This is one of the new measures approved by the Chamber of Deputies’ Environment Committee, which on Thursday completed its work on Decree No. 66/2026, now awaiting a final vote in the Chamber. A vote of confidence is scheduled for Monday.
How the fund will work
8.5 million will be allocated to the fund for students living away from home in 2026. This will be used to support students from households with an equivalent economic situation index of no more than 20,000 euros who do not receive any other public housing grants. The measure, supported by both the majority and the opposition, refers to a ceiling established in 2021.
The committee’s amendments
That is not the only new development in the text. The final version of the Plan contains changes relating to both social housing and subsidised housing: it increases the involvement of local authorities and removes the reference to foreign investment as a condition for accessing simplified procedures. However, surprisingly, an amendment proposed by the rapporteurs just a few hours ago has been dropped.
Withdrawn amendments
The financial instrument that was intended to pool the PNRR funds (1.2 billion) for channelling into a fund managed by CDP Real Asset has not been established. The implementation of this mechanism, however, has merely been postponed. The amendment providing for the involvement of the State Property Office in the disposal of local authority properties has also been withdrawn.
