It was with these premises that the press conference entitled 'Reforming rents: transparency, tax fairness and guarantees for landlords' took place, during which three bills on housing signed by Unioni di Centro senator Antonio De Poli were presented.
Transparent, fair and secure: it is with these terms that Udc aims to define the renting market. According to the latest censis data, there are about 8,500,000 unoccupied houses in Italia, equal to 24 per cent of the existing stock, compared to an estimated total of 35,610,473 dwellings. In addition, there are approximately 63,700 vacant public housing (ERP) dwellings, most of which are unusable due to lack of maintenance.
And then there is the non-residential heritage that is unused or underused and includes shops, offices, logistics and production buildings. Properties that - according to Udc estimates - could generate up to 550,000 new housing units through redevelopment and reconversion.
Three bills have been submitted to the Senate that intervene in the areas of justice, taxation and the market. The first measure aims to speed up the enforcement of evictions. The second proposal puts in black and white the applicability of the 'cedolare secca' even in cases where the tenant is a company or a professional, provided that the property is for actual residential use, overcoming years of interpretative uncertainty. Finally, the last decree cools down the dry coupon to 21% for commercial leases to support proximity trade.
"In Italia, millions of properties remain vacant while the difficulty, especially for the middle class, of accessing housing at sustainable costs grows - the words of senator and UDC national secretary Antonio De Poli - The priority is to intervene on the offer, removing the obstacles that today discourage owners from putting their homes on the market". And then De Poli relaunches, asking the government to put the right to housing at the centre of the political agenda.
