Irpef, green light for the decree. The eight per thousand not opted for will go to addiction recovery

A further legislative decree of the tax reform was definitively approved by the Council of Ministers. "The measure intervenes on the determination of the income of both physical persons and legal persons, with changes affecting the different income categories," announced Economy Deputy Minister Maurizio Leo. In detail, for self-employment income 'this income category is rationalised with a substantial simplification of the system, bringing it closer to that of business income. In addition, the possibility is introduced for professional firms to aggregate under a tax-neutral regime. This measure favours the growth and competitiveness of professionals'. In addition to this intervention, there is also one on agrarian incomes, where 'rules are introduced that enhance innovative crops, such as vertical farms and hydroponic crops. The aim is to support a technological and modern agriculture that makes our country, also from a fiscal point of view, in step with the times'.

Eight per thousand not opted-in goes to addiction recovery

The Council of Ministers, at the proposal of President Giorgia Meloni, also resolved on the allocation of the share of the eight per thousand of the Irpef devolved to direct state management for the year 2023, referring to the choices not expressed by taxpayers, for the purpose of financing projects/interventions aimed at the prevention and recovery from drug addiction and other pathological addictions. "Decree-Law No. 105 of 10 August 2023 provides that, starting from the allocation quota relating to the year 2023, that which refers to the choices not expressed by taxpayers in their income tax returns must be prioritised for the financing of extraordinary interventions relating to recovery from drug addiction and other pathological addictions. This quota is equal to euro 63,673,631.43. At the outcome of the preliminary investigation, carried out by the Technical Commission for the evaluation and monitoring of the relevant category, regarding the applications for contributions for the year 2023, 33 projects, for a total amount equal to euro 10,396,662.14, result eligible for financing, and therefore, from the above-mentioned allocation, an amount of euro 53,276,969.29 remains". "In consideration of the urgent need to develop structured and early prevention interventions, especially towards young people, and to concretely address the difficulties related to the inclusion of fragile subjects in therapeutic communities, as pointed out by the Department for anti-drug policies, and of the social and health impact of pathological addictions, which has considerable repercussions on individual and family wellbeing, as well as on public order, health and social spending, the Council of Ministers deems it appropriate to use all available resources to finance projects".

Meloni keeps policies for the South to himself

Giorgia Meloni, after hearing the Council of Ministers, then entrusted the minister Tommaso Foti with the delegations relating to European Affairs, territorial cohesion and the implementation of the NRP previously in the hands of Raffele Fitto. Instead, the Prime Minister has kept the coordination of policies for the South in her hands by starting "immediately, a reconnaissance within the government of what has already been achieved to strengthen the development of the South, the programmes in place and the proposals still to be implemented, in particular on incentives, infrastructure and investments". The Prime Minister, Palazzo Chigi sources point out, recently recalled that in 2023 the South was the locomotive of Italy, with GDP and employment growing above the national average and a strong boost to exports. It is Meloni's intention, it is further stressed, 'to proceed along this path with even greater determination'.

Appointed Ambassador to Yemen

"In order to support the legitimate government of Yemen, we have decided, with the Council of Ministers, to appoint an Italian ambassador to Yemen, precisely to give a sign of closeness to the legitimate authorities that are allies of the Gulf countries". Foreign Minister Antonio Tajani recalled that "important results have been achieved with the Aspides mission, protecting Italian and other maritime transport through the Suez Canal and across the Red Sea". For the head of the Farnesina, "thanks to the Navy, dozens of our ships have passed unharmed by the Houthi attacks. This was a political choice where we once again made our armed forces an instrument of peace and growth'.

Appointment of Pepe as Covip President

The Cabinet, on a proposal by Marina Calderone, Minister of Labour, has decided to initiate the procedure for the appointment of Mario Pepe as chairman of the Supervisory Commission for Pension Funds (Covip), pursuant to Article 18(3) of Legislative Decree No 252 of 5 December 2005, as amended and supplemented.
