Assegno di inclusione, in Naples expenditure exceeds that of the entire North
There are about 936,000 households (2.2 million people affected) with at least one payment of the Inclusion Allowance since its start in January 2024. Campania and Sicily are the regions with the highest number of recipients. Support for training and work gave support to 228 thousand beneficiaries

There are about 936 thousand nuclei with at least one payment of the Asssegno di inclusione from the start of the measure (1 January 2024) to 31 December 2025, for a total of 2.2 million people involved. Almost seven-tenths are concentrated in the South and the Islands (630 thousand nuclei with 1.6 million persons): most of them are resident in Campania and Sicily (first region with 221 thousand nuclei with 597 thousand persons, and second region with 187 thousand nuclei with 494 thousand persons, respectively), as was the case for the Citizenship Income.
These are data contained in the Inps observatory on the Assegno di inclusione (Adi) and the Supporto per la formazione e il lavoro (Sfl), the two measures that from 1 January 2024 have taken the place of the Reddito di cittadinanza that was eliminated by the Meloni government.
For Adi, the average monthly amount disbursed was EUR 685
The average monthly amount disbursed was EUR 685. As mentioned above, the beneficiary households are concentrated in the regions of the South and the Islands, accounting for more than 67% of the total; they are followed by the regions of the North with more than 19% (180 thousand households with 359 thousand members) and finally those of the Centre (125 thousand households with 262 thousand members). The average number of family members per household is 2.4 persons, with a peak in the South, where the value is 2.6. The average number of persons in the household is much lower in the northern regions where it is 2.0. Consequently, 67% of the households are concentrated in the regions of the South and the Islands, but the incidence rises to 72% when considering the persons involved.
December 2025 Adi to almost 647 thousand beneficiaries
The number of households benefiting from at least one payment in 2025 was 833,000. In particular, in December 2025 the number of households benefiting from Adi payments was almost 647 thousand and the average amount paid in the month was EUR 697. Of these households, in 238 thousand there are minors; in 258 thousand there are disabled persons; in 338 thousand there are persons aged 60 or over; in 12 thousand there are persons in 'disadvantaged' conditions; and 234 thousand are households with persons in need of care. Adi is paid monthly for a period not exceeding 18 months, and can be extended for periods of a further 12 months.
Support for training and employment, women and young people predominate
Moving on to Support for Training and Work (Sfl), the active policy measure that offers economic support while attending a training course to foster employability, 228,000 as at 31 December 2025 have had at least one payment (the average is 7.8 monthly payments) . Again, the beneficiaries are concentrated in the regions of the South and the Islands, where they account for almost 80% of the total; they are followed by the regions of the North with 12% and finally those of the Centre. The region with the largest number of beneficiaries is Campania (28%), followed by Sicily (17%), Apulia (15%) and Calabria (12%); 72% of the subjects reside in these four regions.
