The indications of the Inps

Inclusion allowance, when suspension is triggered if you do not show up for your first appointment with the social services

For applications for inclusion cheques submitted between December 2023 and January 2024 and paid as from January 2024, the 120-day deadline began to run from 26 January 2024 (the date on which the transmission of successful applications to the municipalities began), so the 120 days for attending the first appointment at the social services began to run from 25 May 2024

I nuclei familiari beneficiari dell’assegno di inclusione hanno l’obbligo di presentarsi al primo appuntamento presso i servizi sociali entro 120 giorni dalla sottoscrizione del Patto di attivazione digitale.

Households benefiting from the assegno di inclusione must attend the first appointment at the social services within 120 days from the signing of the Digital Activation Pact. The Inps (message 2132 of 5 June) points out that in the first application phase of the measure, in view of the longer time required to start the first preliminary investigations, for applications submitted up to 29 February 2024, the Ministry of Labour has established that the 120-day period starts from the communication of the Institute to the social services of the beneficiary households with a successful application. The purpose of this solution is to give the same social services time to organise the new service. A beneficiary household that fails to appear at the convocation by the social services within the deadline, without a justified reason, forfeits the measure.

For applications for inclusion allowance submitted between December 2023 and January 2024 and paid from January 2024 onwards, the 120-day deadline started from 26 January 2024 (the date on which the transmission to the municipalities of accepted applications started), therefore, as from 25 May 2024, the 120 days provided for presenting oneself for the first appointment at the social services began to expire progressively. In the month following the month in which the 120 days expire (thus starting from the month of June), the first suspensions of the economic benefit are applied in the event of the household's failure to present itself by that deadline.

The Platform

.

In the SIISL platform (Sistema informativo per l'inclusione sociale e lavorativa - Information system for social and labour inclusion), accessible by the beneficiaries in their reserved area, the 120-day counter can be consulted; moreover, in the service "Assegno di inclusione (ADI)", accessible through the Inps institutional portal, starting from the month following the expiry of the 120 days, the application suspension status is inserted with this reason: "Failure to submit for the first appointment at the social services within 120 days (art. 4, co 4 D.L. 48/2023 conv. in L. 85/2023)".

All beneficiary households must attend the first meeting

.

In the document, Inps recalls that all households benefiting from the allowance are obliged to present themselves at the first meeting. Following the registration of the meeting by the social services, in the platforms at their disposal, the disbursement of the measure will be restored without interruption with the monthly payments already received. Moreover, even after the application of the suspension, beneficiary households may present themselves to the social services to register the first meeting. From the first useful monthly payment renewal, the disbursement of the measure will be resumed with payment also of the outstanding monthly payments.

The moves of social services

.

The social services have at their disposal the lists of beneficiary households with the indication of the starting date of the 120 days. Therefore, Inps further notes, the social services will take care of convening the households for which the expiry of the 120 days is near or already verified, in order to avoid the suspension of the disbursement of the monthly payment due. To this end, a new role has been made available, on the platform for the management of Social Inclusion Pacts (GePI) used by the municipalities, for the registration of the submission of the nucleus.

Immediately after the first appointment or presentation of the household, social service operators will record the meeting in the platform (GePI), in order to unblock the suspension, if it has already occurred or, in any case, to reset and restart the counter for the next deadline.

Calderone: inclusion allowance to almost 700,000 households

The inclusion cheque 'today has reached almost 700,000 households, so we are practically at the annual target'. This was said by the Minister of Labour, Marina Calderone, speaking by video link-up at the presentation of the new social card 'Dedicated to you'. "The cheque," she said, "still has the characteristic of giving support to those with fragilities", but at the same time "it does so in a judicious way, compared to what were other instruments, such as the citizenship income". 'Every granting practice is checked first with a synergy between the Ministry of Labour and Inps and all the others'.
