Inclusion allowance, for 400,000 families on Friday the last payment on the card, then a month's halt pending renewal

In order to apply for the ADI, households must have at least one person who is a minor, or over 60 years of age, or has a disability or is followed by social and health services because he or she is severely disadvantaged. The Budget Law 2025 (Law no. 207 of 30 December 2024) introduced some changes to the Inclusion Allowance that, by raising the thresholds of the economic requirements, extended the number of beneficiaries.

In order to obtain access to the Inclusion Allowance, it is necessary to have a valid Isee of a value not exceeding 10,140 euro; if the household is composed of persons aged 67 years or older, or of persons aged 67 years or older and other family members all suffering from serious disabilities or non-self-sufficiency, the household income threshold is set at 8,190 euro per year, multiplied by the corresponding parameter of the Adi equivalence scale. The threshold is increased to EUR 10,140 if the household resides in rented accommodation.

he new requirements include residence in Italy for at least five years, the last two of which must have been continuous (previously 10 years were required).

The Inclusion Allowance is also a tool designed to accompany victims of gender-based violence: in order to access the benefit, it is necessary to be taken in charge by anti-violence centres recognised by the regions or by the social services in the pathways of exit, also following a provision of the Judicial Authority.

The higher earned income does not count towards the economic benefit up to a maximum of EUR 3,000 gross per year. So even the so-called working poor can get this support. The income exceeding this threshold is taken into account to determine the amount of the allowance starting from the month following the month of the change.
