Inps, applications for the 'Bonus Nuovi Nati' start today. Here's how to do it

From today, 17 April, it is possible to apply for the 'Newborn Bonus'. This is announced by the Inps, recalling that precisely in order to encourage the birth rate, the 2025 Budget Law introduced this benefit, which consists in the disbursement, by the Inps, of a 'one-off' amount of €1,000 for each child born or adopted from 1 January 2025.

To access the bonus, applicant parents must jointly meet the citizenship, residence and economic requirements indicated in Inps Circular No. 76 of 14 April 2025. The application must be submitted - within the deadline - online, through the dedicated service. Alternatively, it can be submitted via the Inps mobile app, the Multichannel Contact Centre or patronage institutions.

Inps has previously published the instructions for accessing the bonus of €1,000 for each child born or adopted in 2025. Italian citizens, citizens of EU Member States and non-EU citizens with long-term residence permits and other specific permits may apply for the bonus. A child Isee not exceeding €40,000 per year must be presented. The bonus does not contribute to the formation of taxable income and will be financed with 330 million euro for 2025, increasing to 360 million euro annually from 2026. The Inps will monitor the use of the resources, reporting the results monthly to the Ministry of Labour and the Mef.

The newborn bonus may be claimed alternatively by one of the parents. In the case of parents not cohabiting, the bonus may be claimed by the parent cohabiting with the child born, adopted or in pre-adoptive foster care. The application must be submitted, under penalty of forfeiture, within 60 days of the child's birth date or date of entry into the family. A message will be published with the date from which the application service is available. For events occurring before the date of issue of the new service, the application may be submitted, under penalty of forfeiture, within 60 days from the date of publication of the message. The Inps proceeds to disburse the bonus on the basis of the chronological order of arrival (date and time) of the applications submitted and accepted on the basis of the procedure for verifying the existence of the requirements, within the limits of the resources allocated in the year in which the application is submitted. For the purposes of the benefit," reads the Inps circular, "foreign citizens who are stateless, political refugees or holders of international protection are treated in the same way as Italian citizens. Citizens of the United Kingdom, for the purposes of access to welfare benefits in support of the family, must be considered equivalent to EU citizens if they are resident in the national territory by 31 December 2020. On the date of submission of the application, the applicant parent must be resident in Italy. The requirement must exist on the date of the event (birth, adoption or pre-adoptive fostering).

To obtain the benefit, the Isee child's Isee cannot exceed 40,000 euro, neutralising from this indicator the amounts of the Single Allowance. To qualify for the Newborn Bonus, the child must have been born or adopted since 1 January 2025. For adoptions, the contribution may only be requested for minor children. With reference to adoptions, it should be noted that in the presence of a pre-adoptive fostering measure, the date of entry of the child into the adopting household by order of the Juvenile Court ordering pre-adoptive fostering is taken as the reference date. At the time of the application, the method of payment chosen must be indicated by means of crediting to accounts with an Iban or direct debit transfer.
