Signed at Palazzo Armieri, in Naples, the memorandum of understanding between the Government's extraordinary commissioner for reconstruction in Ischia Giovanni Legnini and the Campania professional associations for private reconstruction in Ischia. In the coming days, the notice addressed to technicians interested in taking on assignments for private reconstruction on the island of Ischia will be published.A step forward after the seismic events that struck the island on 21 August 2017 and the dramatic landslide of 26 November 2022. A looming danger considering that in May 2023the observation of the territory in Casamicciola prompted the orange alert with the evacuation of 40 families due to the danger of a new landslide. The agreement at Palazzo Armieri was signed by the presidents of the Order of Geologists of the Campania Region Egidio Grasso, the president of the Order of Architects Landscape Planners and Conservators of Naples and Province Lorenzo Capobianco, the president of the Order of Engineers of the Province of Naples Gennaro Annunziata, and the president of the College of Surveyors and Graduate Surveyors of the Province of Naples Maurizio Carlino.
"The purpose of the initiative, the first in the area of post-earthquake reconstruction, is to use the lists that will be drawn up by the professional associations, in order to activate the Commissioner's substitute intervention in the event of failure to submit projects within the deadlines set in Special Order No. 8," explains the commissioner's office. The lists of technicians may also be used for other purposes within the scope of reconstruction.
The protocol signed with Campania's professional orders and colleges indicates the general criteria and minimum requirements for the assignment of tasks related to the private reconstruction of buildings damaged by the calamitous events in Ischia. "The objective," says the commissioner's office, "is to broaden the number of professionals interested in taking on assignments in the area of reconstruction. The protocol, which is effective until 31 December 2025, regulates the procedures for entrusting the task of geological study, design, management and testing of reconstruction and repair works on private properties damaged and rendered unfit for use by the calamitous events. Objective: to overcome unjustified delays. A further measure 'to give impetus to private reconstruction in Ischia with the aim of guaranteeing shared and clear rules, but above all certain timeframes for the return of the population affected by the calamitous events, trying to overcome the causes that have so far prevented private reconstruction from taking off on the island'.
In the next few days, a public notice will be issued to collect expressions of interest from professionals who are willing to receive assignments related to post-earthquake and post-lamp reconstruction and who meet the requirements. In this way, special lists of professionals will be drawn up and made available to the extraordinary commissioner, who will be able to consult the professional associations, in order to have a threesome of names to submit to the citizens, who will then be able to choose to whom to entrust the assignment.
An ad hoc monitoring committee coordinated by the commissioner and composed of a qualified representative of the various stakeholders will also be set up to ensure further support of the technical and administrative processes and to verify the progress of project implementation.
