It-Wallet, here are the rules for the trial

The It-Wallet, the digital wallet of Italians, will start with an experiment, but not for a few months. Defining the rules is a Dpcm (decree of the president of the council) with a series of attached guidelines.

The decree, proposed by the Undersecretary for Technological Innovation in agreement with the Minister for the Economy and the Minister for Public Administration, summarises the 'electronic certificates of attributes' that, through the IO app, will have to be made available to users who request them: the driving licence, which may also be presented for the purpose of recognising the user on Italia territory; the indicator of the equivalent economic situation (Isee); the qualification obtained and school enrolment; the degree and enrolment in a higher education institution; residence and enrolment in the electoral rolls; the health card-European Health Insurance Card; the European Disability Card; the digital proxies exercisable on the basis of the Proxy Management Platform.

The process to get the It-Wallet system up and running, or even just to start the experimentation, is however extremely tortuous. A subsequent decree, by the Head of the Department for Digital Transformation, will have to define the technical specifications that electronic certificate providers will have to comply with in order to take part in the experimentation.

The Prime Minister's Decree also establishes the creation of a Registry, which will be set up and managed by the State Printing Office, in which both public providers of electronic certificates (e.g. Inps for the Isee or MIT for driving licences) and companies wishing to offer private solutions (to cite just two examples among many: banks or car rental companies) will have to register. It will be the Digital Agency (Agid) that will order, with its own provision, the registration after verifying the possession of the requirements. Subsequently, Agid itself may carry out checks to ascertain that the requirements for the provision of technical solutions are still met, with the possibility of requesting additional documentation and conducting technical inspections. In the event of loss of the requirements, suspension or revocation of registration may be triggered.

The Register will contain a special section for the registration of subjects participating in the experimentation. Public and private subjects will be able to start up experimentation spaces using the technological standards most widely used, within the EU, by the reference market and in accordance with the technical specifications. Within 30 days of the adoption of the specifications, Agid will have to define with its own regulation the administrative procedures necessary for registration, including the technical reports that all suppliers will have to attach.
