IT Wallet: the digital wallet for Italy's unique identity

Health card and driving licence within reach of a smartphone, on the IO app. The internal experimentation of the IT Wallet, the online wallet set up by the Pnrr quater decree law (no. 19/2024) and embryo of the future single digital identity that will enable every citizen to access all his or her documents, from passport to voter's card, from a single application. In this first phase, a sample of a few hundred users will be involved, who will be able to access their driving licence and health card via the IO App. Security, as stated by undersecretary Alessio Butti in Sole 24 Ore of 15 May, will be ensured by two-level authentication via Cie or Spid. The project is financed with around 300 million euro, in part also Pnrr, and promoted by the Department for Digital Transformation of Palazzo Chigi, in collaboration with the Istituto Poligrafico e Zecca dello Stato (Ipzs), PagoPA and the Agency for Digital Italy (Agid). Also in the pipeline are the implementation decrees that will clarify all operational aspects, especially those related to digital signatures.

From October access for all citizens

The aim is to allow access to the digital wallet to all Italians of age (44.5 million) from October onwards, who will be able to download or update the IO app by activating the IT Wallet function and obtaining digital versions of their driving licence, European disability card and health card. Then the list of documents will be expanded.

The system at full speed

From 2025, the digital wallet is expected to contain all 'verifiable' documents such as passport, birth certificate and voter card details. When fully operational, the Italian IT Wallet digital wallet system will be composed of the public wallet, which will allow access to all digital services of the public administration, including the purchase of prescription drugs, and a series of wallets made available by private providers.
