Lombardy's leading cosmetics industry in Italy: 67% of the entire sector

According to the third Observatory of Assolombarda and Cosmetica Italia it will close 2024 with a turnover of 11.2 billion, an increase of 11.3%.

Over €10 billion in turnover in 2023 - up 14.4% on 2022 and a clear increase on the almost €7 billion in 2020 - and the forecast to close this year at €11.2 billion with a further increase of 11.3%: Lombardy cosmetics is in continuous development and is confirmed as the driving force for the entire sector with a 67% incidence on total revenues at national level, according to the third edition of the Assolombarda and Cosmetica Italia Observatory.

Both the domestic and foreign markets play an important role, even though cross-border sales are becoming increasingly important: if, in fact, until 2021 domestic sales exceeded foreign sales, by 2022 exports are worth more than half of the sales in the Lombardy cosmetics sector and in 2023 they account for 53% of the total turnover, a figure that is set to rise to 55% this year.

Made in Italy cosmetics are particularly popular, not only among Italian consumers, but also on international markets. In 2023, Lombardy exported 5.3 billion euro worth of beauty products, three quarters of the 7 billion exported nationally. Foreign sales grew by 20.5% compared to 2022 and a further increase of 15.2% is expected in 2024 to reach 6.2 billion.

As regards the main destination markets for cosmetic exports, the data is available as of 2023 and only at national level: however, in light of Lombardy's share of Italian exports, the national ranking can be considered a good approximation of the regional figure.

In 2023, the top ten destination countries for cosmetics exports account for 63% of the total foreign turnover. With 962 million Euro in sales, or 13.7% of foreign turnover, the USA is the top destination followed by France with 704 million, Germany (700 million), Spain (424 million), the UK (372 million) and Poland (307 million). Other non-European countries also feature in the top 10, among them the United Arab Emirates (EUR 255 million) and Hong Kong (EUR 250 million). However, the country where foreign turnover has grown the most in relative terms is Russia, but there is also a large percentage increase in Germany and the United States (for both more than 30%). On the contrary, a slight decrease in turnover to the Netherlands was observed.

"The cosmetics industry in Lombardy is of strategic importance not only nationally, but also internationally," says Benedetto Lavino, president of Cosmetica Italia. The continuous growth in turnover, with an increasingly significant weight of exports, testifies to the ability of our companies to innovate and compete on global markets, representing the values of made in Italy cosmetics, appreciated on foreign markets for that unmistakable balance between research and creativity, the result of know-how capable of intercepting the latest trends: from digitalisation to the green transition. On this front, Lombardy companies are leading the way by providing models of acceleration and success for the entire country'.

Companies operating in the cosmetics sector are concentrated in Northern Italy. In fact, 73% are concentrated in four regions: Lombardy, Emilia-Romagna, Veneto and Piedmont. Lombardy is the region with the highest density of cosmetic companies: it alone locates almost half of the companies in the sector (48.3%). Emilia-Romagna, with 11.2% of enterprises, is in second place. It is followed by Veneto (7.3%), Tuscany (6.2%), Piedmont (5.9%) and Lazio (5.1%). In terms of turnover, Lombardy also leads with a share of 66.6% of the national amount, followed, with a wide gap, by Lazio (8.1%) and Emilia-Romagna (6.1%).

In the Italian cosmetics industry, it is worth highlighting the weight of subcontractors in distribution by turnover, which is particularly high in Lombardy, i.e. those companies producing on behalf of others and without their own brand. The total value of the turnover of companies producing on behalf of third parties, in fact, is close to 2 billion Euro, of which 75.4% is concentrated in Lombardy, which, with a value of 1.5 billion Euro, confirms itself as the region with the highest production vocation in the Italian cosmetics industrial system. The rest of the turnover of third-party companies is divided between Veneto (6.9%), Emilia-Romagna (6.4%) and Marche (4.1%).

"Milan and Lombardy are home to the highest density of cosmetics companies, 48.3% of the national total, capable of generating almost 70% of the sector's Italian turnover," comments Alessandro Spada, president of Assolombarda. "Significant numbers that derive from a strong vocation for innovation, with constant investments in research and development that have enabled companies to create products that are increasingly competitive, safe, sustainable, and appreciated nationally and internationally. Our territory therefore still demonstrates its strength, despite the difficulties arising from the strong geopolitical instability, and confirms itself as the driving force of the Italian economy in various sectors'.
