After two days of intense talks in Berlin, the Americans and Ukrainians have realigned, and the chance of a truce at this point is 'real'. The EU partners' joint communiqué confirmed the significant progress, giving credit to the US leader and appreciating the 'strong convergence' between US Ukraine and Europe. The leaders also 'agreed to work with President Trump and President Zelensky to achieve a lasting peace that preserves Ukrainian sovereignty and European security'. Not only that, the Europeans assure full support for the Ukrainian leader in the face of 'any final decision on specific Ukrainian issues'. And they reiterate that international borders must not be changed by force: 'decisions on the territory are up to the Ukrainian people, once solid security guarantees are actually in place', they emphasise, in effect endorsing the hypothesis of a referendum.

A "constructive and mutually respectful" atmosphere, also in the Ukrainian leader's words, testified by the fact that the two US negotiators, Steve Witkoff and Jared Kushner, finally took part in the Europeans' dinner, with NATO Secretary General Mark Rutte, and Commission President Ursula von der Leyen. This participation was by no means a foregone conclusion, and had been in doubt all along, conditioned precisely by the outcome of the negotiations, which began on Sunday at the Adlon and continued in the chancellery.

On the negotiating table, the real breakthrough was opened on the chapter of security guarantees: the documents made a lot of progress and included 'very strong guarantees', senior American leaders reported, evoking a mechanism similar to NATO Article 5. And estimating that Moscow will also agree to the final understanding. While European leaders went a step further, putting on paper their readiness to create a European-led 'multinational force' in Ukraine, composed of contributions from willing nations within the Coalition of the Willing and supported by the US, as well as 'a US-led ceasefire monitoring and verification mechanism with international participation'.

Zelensky confirmed that 'some issues remain difficult and on the territorial one the positions are different'. Ukraine is also ready to play its part, he added, again rejecting the hypothesis of ceding the Donbass: 'This is not a claim of the Americans, whom I see as strategic partners, but of the Russians through them'.
