Incentivised through regional and national funds, public housing in the North-East aims with substantial investments at the redevelopment of the building stock. In particular, but not only, with energy efficiency measures. An example of this is Ater Udine, which in the last five years has invested EUR 60 million for extraordinary maintenance work on 2,341 dwellings, both to adapt outdated systems and to intervene on the building envelopes, by applying coatings and replacing windows and doors. All this with a view to extending the useful life and revaluing the housing it manages (8,700 in total, of which 7,900 are owned and 800 by contracted municipalities) but also to combat tenants' energy poverty.

Energy efficiency is also a priority in the plan for the next five years, which in fact envisages an investment of over 9 million to improve the performance of 105 dwellings. While through the dedicated regional plan, one million will be invested to remove architectural barriers, replace lifts and install new systems in 154 dwellings.

And since seismic risk is an important issue in the province of Udine, the focus is also on safety from that point of view. Thanks to funding made available through the regional 'Sicuro, verde e sociale' (Safe, green and social) announcement, Ater Udine has developed a plan to upgrade public real estate with targeted interventions. For example, two interventions are underway, in Udine and in Osoppo, a 9.5 million euro investment that will lead to 49 new housing units, which will be built according to the new seismic and energy standards.

Great attention is also paid to energy requalification in the Treviso area, where Ater Treviso recently announced the completion of a major intervention on the apartment complex known as Il Biscione, where about a hundred families live. The investment, amounting to more than EUR 1.6 million borne by the authority, which took advantage of tax relief on energy and the environment, entails an average 45% reduction in heating costs. "With this intervention we have achieved a reduction in energy costs for tenants and a redevelopment that respects the environment and avoids wasting energy," explains Marina Bonotto, vice-president of Ater Treviso. She adds: "We are also investing 2 million for photovoltaic systems in the new Pinqua and Pnrr buildings in Monigo and other parts of the province".

And it is precisely thanks to funding from Pinqua, the innovative national housing quality programme, that the authority is also involved in the construction of the first 32 class A4 energy-efficient dwellings, which it will be responsible for in its capacity as the implementing party of the projects of the Municipality of Treviso. The result of a total investment of more than 10 million, they represent two of the seven lots envisaged by the Pinqua project, which envisages the demolition of 88 dilapidated dwellings and the construction of 163 dwellings, including public and subsidised housing. The work is expected to be completed by the end of 2025, in accordance with the schedule of the NRP. "Our collaboration with the Municipality of Treviso to tackle the housing problem is constant, and this Pinqua project will bring us great results," notes the president of Ater Treviso, Mauro Dal Zilio. "We are talking about buildings that will be built in class A, therefore with almost zero energy consumption. Good for the community that will be housed here and also for the environment'.
