Labour, fair wages and contracts in the 1st May Decree
In the measure, extension of the bonus for hiring women and young people, ZES, more protection for workers on digital platforms and safety at work

Council of Ministers
Day after day the Labour decree, the measure announced by Prime Minister Giorgia Meloni for 1 May, is taking shape, to be taken to the Council of Ministers for approval to coincide with Labour Day. Tomorrow a meeting is scheduled at Palazzo Chigi with the ministries concerned - Mef, Labour, South - to take stock of the regulations and the coverage, which at the moment amount to about 500 million, but the intention is to reach 800 million-1 billion euro.
Delegation allowed to lapse
The government decided to accept the appeal of the social partners and to drop the proxy provided for in the draft legislative decree on bargaining that was due to expire on Saturday, 18 April, which contained the disputed reference to the 'most applied' contracts, which, according to the most representative employers' associations and trade unions, risked opening the way to the recognition of 'pirate' contracts that penalise workers with lower wages and less protection, introducing unfair competition between companies.
Confindustria, Confcommercio, Confesercenti, Confcooperative Legacoop, Cgil, Cisl, and Uil have been pressing for some time for the wages, contractual institutions, and welfare of the contracts signed by the 'comparatively most representative' trade unions, the so-called leader contracts, to be taken as reference. And after a long debate within the majority, the premier was convinced not to exercise the delegation unilaterally, which would have poisoned the social climate, in order to give the social partners time to reach an agreement on the criteria for defining the comparatively most representative contracts.
Contract reference
In the text of the decree, there are plans to introduce a reference, on the subject of collective bargaining - understood as the main instrument for determining a fair and decent wage (according to Article 36 of the Constitution) - to Article 51 of Legislative Decree 81 of 2015. The Jobs Act provision identifies as sources of collective bargaining the national, territorial or company collective agreements concluded by comparatively more representative trade union associations.
