Lazio: the regional government joins the five-year debt write-off scheme

The Lazio Region is participating in the ‘rottamazione quinquies’ scheme. The Regional Council has approved the measure introducing a simplified settlement procedure within the Region for tax liabilities entrusted to the tax collection agent, extending the provisions of national legislation to regional revenue.
The measure relates to tax liabilities assigned for collection between 1 January 2000 and 31 December 2023 and will enable taxpayers to settle their tax liabilities in accordance with the procedures laid down by national legislation. This applies to regional taxes, administrative penalties and regional capital revenue, subject to the exclusions set out in national law.
“This measure is designed to make the recovery of regional revenue more effective and to encourage the settlement of outstanding debts which, in many cases, currently offer little prospect of being recovered in full,” said Giancarlo Righini, the Lazio Region’s Councillor for the Budget.
According to estimates, participation in the simplified settlement scheme could generate revenue of over 52 million euros, facilitating the recovery of sums that are currently very difficult to collect.
“The aim is not to write off the Region’s debts, but to increase the actual amount collected. In many cases, the burden of penalties and interest accumulated over time has made it more difficult to settle outstanding debts,” added Righini. “This measure, on the other hand, provides an incentive for payment and transforms receivables that are often difficult to recover into actual revenue for the regional budget.”
