There is an insurance segment that is growing in silence, far from the spotlight of the big life or motor insurance policies. Yet the numbers speak for themselves. According to the latest Ania data, in 2025 legal protection (class 17 of the non-life segment) will exceed 700 million euros in premiums collected for the first time - 704.8 million to be precise (+4.6% on 2024) - and it will do so at a faster rate than other traditional classes.
What is legal protection
Legal protection is the branch of insurance that covers the costs necessary to defend one's rights in civil, criminal or administrative proceedings: lawyers' fees, technical consultants, experts, court costs and, in some cases, mediation or arbitration costs. This protection may concern private life, professional or business activity and is increasingly important today in a context of growing regulatory complexity, increasing litigation and ever higher costs of justice.
According to the latest data from the Ministry of Justice, the number of civil and criminal cases pending in the Italian courts remains in the order of several million, while average litigation times continue to represent one of the main criticalities of the country's system. Added to this is the economic burden of access to justice: a civil dispute or criminal case can entail legal costs of tens of thousands of euros, often unsustainable for families and small businesses.
The issue does not only concern companies. According to Istat surveys on civil justice and access to legal services, hundreds of thousands of Italian citizens in recent years have given up taking action to protect their rights precisely for economic reasons, fear of legal costs or the excessively long time taken by justice. A phenomenon that makes the issue of accessibility to defence and protection of rights even more topical. Against this backdrop, legal protection is gradually changing in nature: no longer a simple ancillary guarantee included in a multi-risk policy, but an autonomous tool for asset protection and business continuity, especially for professionals and SMEs.
The ranking in the prize collection
The Ania ranking confirms the premium income leadership of the large generalist groups (see table): Unipol leads the ranking with almost 91 million in premium income (+4.5% compared to 2024), followed by Allianz (+0.2%), Das (+2.4%) and Generali Italia (+6.3%). The historic specialists in the line of business, such as Uca (+2.1%) and Arag, also remained central.
