A military reserve to be mobilised quickly in the event of a serious threat to the security of the country or a state of emergency. A pool of 10,000 military personnel to be allocated to state auxiliary reserve . This is what is envisaged by a b>bill ('Amendments to the Code of Military Order, as per legislative decree no. 66 of 15 March 2010, concerning the establishment of a State auxiliary reserve') presented to the Camera by the President of the Defence Commission, the Lega Nord MP Antonino Minardo.
In the Pdl the reservistswould be drawn exclusively from the pool of Italian citizens who have already served as Volunteers in three-year service (VFT) or Volunteers in Initial Service (VFI) and who are currently on leave. This would make it possible to select, on a voluntary basis, personnel who have already been educated and trained by the Armed Forces.
According to the proposal, members of the reserve are recalled to service each year for a period of not less than two weeks. During their recall to service, they are entitled to reserve their posts and are assigned to the weapon and specialty to which they belong, "as far as possible, retaining their acquired role and rank and enjoying the corresponding salary".
From war to territorial defence, deployment hypotheses
.But when would the reservists be called upon? "The government can mobilise the reserve in times of war and serious international crises or in the event of serious crises likely to affect the security of the State, as well as for the defence of national borders or in a complementary form and in activities in the logistical field as well as civil-military cooperation. The Government may also mobilise the reserve for use in the defence of the territory, also in cooperation with the civil and military police forces, in the event of a declaration of a state of emergency of national importance by the Council of Ministers'.
Parliament involvement: within 48 hours go-ahead or stop
The mechanism provides for a green light from parliament. "The decision to mobilise the reserve," reads the bill, "shall be promptly communicated to the Houses of Parliament, which shall authorise or reject it within forty-eight hours from the date of its formalisation.
