The possible 20 topics to be discussed in the second phase of the constituent assembly have been published on the website of the 5 Star Movement, on which members will now have to express their opinions to establish an order of priorities to be addressed 'in order to select those that will be the subject of discussion and the definition of more specific proposals to be placed at the centre of deliberative debate,' reads the website, which states that 'the Avventura Urbana team has examined, with great commitment, all the contributions received to cluster them into 20 possible topics to be discussed. Among these are the most eagerly awaited ones, including 'Revision of the Statute to discuss the roles of the President and the Guarantor, the name and symbol of the Movement and the reorganisation of the territorial groups' and 'Revision of the Code of Ethics for candidacies and alliances', which contains the proposal for debate 'on the two-term limit, for which it should be discussed whether to maintain it, provide for exceptions or lengthen it'. Meanwhile, leader Giuseppe Conte avoided direct controversy on leaving the Covid committee. "I am not fighting with anyone, we are doing a constituent process".
Government structure of the Movement
."It is a priority to verify whether the governance structure of the Movement is still current or/and whether certain roles and functions should be changed," reads 'Revision of the Statute to discuss the roles of the President and the Guarantor, the name and symbol of the Movement and the reorganisation of the territorial groups', in particular those of the President and the Guarantor of Values, their respective spheres of action and the duration of their mandate. Along with this, it is necessary to open a reflection on the change of symbol and name of the Movement, on the definition of the responsibilities of the regional and provincial Coordinators, on the possible reintroduction of the Working Groups and on the functioning of the territorial Groups, which are to be considered a key element for the growth of the Movement'.
Constitution, Financing and Internal Operation
Among the aspects to be reviewed are 'the modalities of constitution, financing and internal functioning, as well as the possible establishment of a contact person for gender policies'. But also 'renewing the forms of direct and participatory democracy to involve members'. Furthermore, "it is necessary to have a greater presence of the Movement's leaders and major exponents in the territories and to put a legal/technical office in support of the elected members that can both formulate opinions and give indications on the reference regulations". As regards the revision of the Code of Ethics, in addition to the issue of the two-term limit, a second aspect under discussion is 'related to the ethical-moral qualities of the candidates, which could be strengthened in the Code on the fronts of integrity, honesty, transparency, and the link with the territory'. 22 September is the deadline to vote on the topics to be prioritised among the 20 expressed so far. The 12 discussion topics that have received the most approval will be the subject of in-depth discussion in the second phase of the deliberative debate.
