Manoeuvre 2026, from fringe benefits to scholarships: all the news for schools and universities
More resources for Its Academy and parochial schools. The ordinary financing fund for universities remains at 9.4 billion.

From the flat-rate tax on ancillary salaries, which raises the salaries of school staff a little, to the extra funds for Its Academy, parity schools and university scholarships. Under the headings School and University, the Budget law under consideration in the Senate contains several new features, including a new (mini) squeeze on short substitute teachers and the confirmation of the ordinary funds for state universities at the same level as in 2025, i.e. at 9.4 billion. But here are, item by item, all the measures planned.

Let's start with the professors. In the manoeuvre comes a mini-tightening on short and occasional substitutions, i.e. up to ten days, which in fact introduces a double regime.
If the absence concerns a teacher in a common secondary or high school post, the headmaster will be obliged to draw on the autonomy staff; if, on the other hand, it is a question of replacing a primary school teacher or a support teacher, the headmaster will only have the option (as is the case today) of drawing on the autonomy staff or of going outside.
At the same time, a four-monthly monitoring of absences and relative replacements is to be started, to be communicated to the General State Accounts Office, and it is established that any savings due to the implementation of the new system and related to the school year 2024/25 are to be allocated to the Fund for the improvement of the educational offer (Mof), which can be increased by a maximum of 10 per cent.

The Budget Bill then establishes that the number of autonomy staff, within the limits of the resources available under current legislation, is no longer defined on a multi-year basis, but annually, by ministerial decree. The provision allows, however, to provide, within the annual decree, a multi-year outline planning for the next two years, useful to ensure stability and planning for schools. News also for Ata, the technical-administrative staff: starting from the school year 2026/2027, the total number of staff of Ata staff is determined annually.
