L’addio di Cingolani: «Nato difficile da smantellare, ma l’Europa si rafforzi»

Definanziamenti alle metropolitane di Roma, Milano e Napoli, tagli per le opere stradali, dalla statale Jonica all’autostrada Cispadana, meno risorse per la difesa del suolo e l’edilizia scolastica e sanitaria. Rifinanziamenti per San Francesco, Fondazione per la sussidiarietà e l’ospedale Gemelli. È quanto prevede una delle tabelle allegate alla legge di bilancio 2026 che quantifica rifinanziamenti, definanziamenti e riprogrammazioni delle dotazioni. Per le modifiche parlamentari c’è una dote da 100 milioni l’anno a partire dal 2026: l’articolo 132 istituisce, nello stato di previsione del Ministero dell’economia e delle finanze, un fondo da ripartire di parte corrente con una dotazione di 100 milioni di euro annui a decorrere dall’anno 2026, «destinato al potenziamento delle finalità istituzionali delle amministrazioni dello Stato».
There is a defunding of 50 million in 2026 for Rome's metro line C: the total appropriation for 2026 is thus halved from 100 million to 50 million. 15 million is also defunded for Milan's M4 line: compared to the forecast of 15.75 million, this leaves only 750,000 euro for 2026. 15 million is also cut next year for the extension of rapid mass transport for the Afragola-Naples metro link and the supply of trains for the metro, with the consequent halving of resources from 30 to 15 million.
On the roads front, the biggest defunding concerns the Tyrrhenian motorway, which will see its contribution reduced by 80 million in 2026, with the result that the forecast of 81 million is reduced to just 1 million. 10 million less will arrive in 2026 for the Cispadana regional motorway, whose contribution is thus reduced to 30 million. The defunding for 2027 concerns the Jonica state road 106 (-49.9 million) and the Salaria state road 4 (-50 million).
The list also includes a defunding of 1 million in 2026 to the interventions in the territories of Lombardy, Veneto, Trento, and Bolzano for the 2026 Winter Olympics. This is a limiting factor compared to the appropriations of 44 million that were instead added in the advance decree, which is currently being published.
There are also many deficits, under the responsibility of different ministries, on soil protection, hydrogeological instability, environmental remediation and reclamation, and on public buildings, including schools and health care.The fund for the development of urban cycle routes is defunded by 2 million in 2026, which is thus emptied. The fund for the sustainable mobility strategy is also reduced, cut by 13 million in 2026: a total of 10 million remains for next year.
