Manoeuvre 2026, Orsini: hyper-amortisation to be structural, single ZES for the whole of Italy
The president of Confindustria: on energy costs I expect the decree next week
The hyper-amortisation contained in the Manoeuvre 'is a fair and useful measure, we are using it but we are saying that it needs to be structural, that it has a minimum three-year vision, and we will also say this at tomorrow's meeting, we need to ensure that those who invest today are incentivised because it takes three years to ground an investment, so we need a vision, we are working on a remodulation of the 4 billion for 2027 and 2028 and I believe there is a dialogue with Minister Giorgetti and we are finding the resources for this path'. This was said by Confindustria President Emanuele Orsini speaking at the Assembly of Confindustria Toscana Sud 2025.
"We are very positive on the ZES," said Orsini, "it has worked very well in the south, with 5.8 billion in resources and we have made 28 billion in investments and 5,000 new hires, we ask that the ZES model be replicated throughout Italy, and we are also working on development contracts because they need to be strengthened, the incentive measure needs to be changed because it takes three years and anything can happen in three years, we need to help with rapid responses, you cannot wait four years to build a development contract
On the subject of energy, added the leader of the industrialists, "we are working with the other European Confindustries, when we see that the cost of energy in Spain some days is zero or negative in comparison with costs of 115-125 euros per megawatt/hour, numbers that are becoming unsustainable, we expect the energy decree to come out soon and the word decoupling to come out of the vocabulary, we expect a piece of the dividend on renewables, we need to run to compete and we need to be fast, on this I hope that in the coming days, as we have been promised, I hope that next week the decree will be available, because the more we go towards winter and if the gas increases, the energy also increases, we need to do soon because it is a matter of competitiveness".
