Manoeuvre, clash in the majority on banks and short-term rentals

The manoeuvre is not yet in Parliament, but the budget session already promises to be a hot one. The contents of a first draft of 137 articles are enough to send the majority into turmoil. The surprise increase in taxation on short-term rentals infuriates Forza Italia and is also criticised by the League. The two allies are once again divided - after the peace shown at the press conference next to the Prime Minister - on the chapter on banks, which is still open for possible changes. And while the absence of Quota 103 and the Women's Option is causing discussion, the ministries' negotiations with the Ragioneria continue to reshape the cuts.

Il testo definitivo della legge di bilancio è ancora al Mef per le ultime limature, suscettibile di cambiamenti fino all’ultimo. Al Senato lo attendono in settimana. La partita più delicata da sbloccare resta quella del contributo delle banche. Le misure contenute nella bozza - cinque articoli tra cui l’affrancamento della riserva, l’aumento dell’Irap, la sospensione delle Dta e la deducibilità degli interessi passivi - potrebbero subire qualche modifica, seppure non sostanziale, anche dopo gli incontri di oggi e domani tra il Mef e l’Abi. Inoltre, come da prassi, il governo deve anche comunicare le nuove norme alla Bce che dovrà passarle al vaglio. Francoforte si prenderà qualche giorno per emettere un parere. Il rischio è che si ripeta quello che avvenne nel 2023, con il flop della tassa sugli extraprofitti delle banche: dopo l’intervento della Bce, l’esecutivo la cambiò dando alle banche la possibilità di accantonare il capitale invece di versare la tassa.

Nell’attesa la maggioranza torna a spaccarsi. La Lega non molla il pressing sulle banche e alza il tiro: «Se si lamentano non sono cinque ma sono sei, sono sette» i miliardi, avverte Matteo Salvini. Non si fa attendere la risposta piccata di Forza Italia. «A parte che non c’è un solo partito al governo, ce ne sono tre. Quindi non è che uno decide per gli altri», dice Antonio Tajani, che invita alla calma: «non credo si debba avere un atteggiamento punitivo». Prova ad arginare il pressing leghista anche FdI, con il capogruppo alla Camera Galeazzo Bignami, che allontana l’ipotesi di prelievi sugli extraprofitti alla Robin tax: «Stiamo creando le condizioni affinché ci sia un co-interesse da parte delle banche a beneficiare di un’aliquota con un abbassamento dal 40 al 28 della misura di prelievo».

Forza Italia does not hide its irritation: "We had not been informed, we read it in the drafts," says spokesman Raffaele Nevi, who dictates the line: "It is a profoundly mistaken choice. The Lega Lega also joins the ranks of the Azzurri, who promise changes in Parliament: "It does not seem to me a good way to help domestic demand and private initiative," says Salvini. "If the aim is to encourage long-term rentals, the right way is not to punish short rentals," raises Confedilizia.

While the oppositions seize the opportunity to highlight the difficulties of the centre-right: "This manoeuvre is nobody's child. The majority parties are progressively distancing themselves from regulations that increase taxes" and "do not offer any vision", attacks the PD. The pensions chapter is also the subject of discussion, in which a tightening of the minimum wage increase has been introduced (the 20 euro increase will only be for the over 70s), while the extension of the Ape social does not include the extension of Quota 103 and the Women's Option. "The situation has worsened", is the clear-cut Uil. The M5s promises barricades in Parliament: "The government is making Fornero worse", urges Giuseppe Conte.
