The work of the government and the majority continues in view of the upcoming budget law. However, there is no shortage of distances, with Fi pushing for an Irpef cut for the middle class, while the League is relaunching the pace fiscale and a new tax amnesty.
Carroccio leader Matteo Salvini, who convened the federal council with the manoeuvre also on the agenda, returned to relaunching the flat tax, lashing out at the International Monetary Fund, which in turn urged Italy to proceed with a 'broader-than-expected fiscal consolidation', suggesting among other things to eliminate the flat tax for the self-employed. "It is right for Giorgetti to be prudent, it is less right for the Fund to call for the cancellation of the 15% flat tax for the self-employed," Salvini stressed, "indeed," he added, "we want to extend it, the last intelligent thing to do is to cancel the 15% rate.
The hypothesis of extending the flat tax to employees
The issue is particularly dear to the League, which aims to further raise the ceiling of the facilitated regime, already raised in 2023 from 65,000 to 85,000 euro: Via Bellerio's goal is to reach 100,000. At the Mef they are also thinking about the possibility of extending the flat tax to employees, as explained in recent days by Economy Minister Giancarlo Giorgetti. An intervention in this sense was made with the last budget law, which extended from 30 to 35 thousand the employee income ceiling to access the flat tax for the self-employed.
Cgil mobilisation for Gaza
On issues ranging from work and wages to tax and pensions, the CGIL is also preparing to put forward proposals, announcing a national demonstration on 25 October in Rome in support of 'the social agenda'. "The demonstration is intended to anticipate the financial law, we are not waiting to then criticise it, but we are putting our proposals on the table immediately to give a clear indication," said secretary general Maurizio Landini, emphasising the objective of "changing the country's economic and social policies".
Contribution to manoeuvre, banks meet
In the meantime, the banks, which have been brought into the picture several times in recent weeks with a view to a possible contribution to the manoeuvre, are preparing for possible negotiations. Today, Wednesday 17 September, the Abi Executive Committee met again in Milan. With regard to the hypothesis that the government will propose, in the financial manoeuvre, a new postponement of the possibility of transforming deferred tax assets (Dta) into tax credits, the committee, chaired by Antonio Patuelli, 'unanimously reiterated,' reads a note published at the end of the meeting, 'the two-year solidarity commitment to the state budget agreed last year for the years 2025 and 2026 and delegated Abi's director general Marco Elio Rottigni to possible contacts on the subject. On the hypothesis that the government will propose, in the financial manoeuvre, a new postponement of the possibility to transform deferred tax assets (Dta) into tax credits.
