The increase in pensions for the poor from 1 January 2026, amounting to 20 euro per month, will only be paid to those aged 70 and over. This is what emerges from a first draft of the budget manoeuvre. The provision refers back to Law 448 of 2001, which had raised the minimum pensions to the so-called 'million lire' per month for the over-70s only. The annual income ceiling to obtain the benefit is increased by 260 euro.
For cigarettes 15 cents more in 2026, 60 in three years
The excise duty increases as envisaged in the first draft of the manoeuvre will have an effect on cigarette prices of 14-15 cents in 2026, reaching a total of 60 cents over the three years of the plan. This is the result of calculations by industry sources, which also indicate price increases of 12 cents for electronic cigarettes. The companies will, however, be able to decide whether to actually pass on the entire increase to the consumer price or whether to absorb it in full or in part.
5xmille ceiling rises to 610 million in 2026
According to the draft bill. from 2026 the limit to be allocated to the Third Sector entities through the five per thousand rises to 610 million euros per year. 'For the payment of the five per thousand share, the expenditure of 500 million euros for each of the years from 2015 to 2019, 510 million euros for the year 2020, 520 million euros for the year 2021, 525 million euros for each of the years from 2022 to 2025 and 610 million euros per year from the year 2026'.
Fiscus and the hunt for debtors
The use of electronic invoice data is also extended to the Agenzia delle Entrate-Riscossione with the aim of making the recovery of tax debts more effective and seizures from third parties easier. Electronic invoice data can already be used by the Guardia di Finanza for economic police functions, by the Agenzia delle Entrate and the Gdf for risk analysis and by the Agenzia delle Dogane for supervision and control.
Mountain Rescue
Ignoring danger signs or being ill-equipped in the mountains will no longer be free of charge, one will have to pay for 'search, rescue and recovery' operations carried out by the Guardia di Finanza. Payment will be triggered in the case of 'established malice or negligence' or if the call for help is 'unjustified or unjustified'.
