Manoeuvre, FdI confirms the amnesties. Salvini wants silence-consent

Large amnesty and Bankitalia's gold reserves, cash also above 5,000 euro but with stamp duty, complementary social security for the newly born. Fratelli d'Italia pulls straight ahead and in the amendments reported to the manoeuvre confirms all the war horses of these days. But League leader Matteo Salvini intervened in the evening, saying no to the building amnesty proposals as hypothesised so far and relaunching by proposing the mechanism of silence consent: the municipalities must respond within six months if they do not, the property has all the rights, it is in order. Other proposals are also arriving from the League: from short rents to the rule on dividends and the freezing of the pension step, giving up, however, even attempting the option of lowering the retirement age hypothesised at first with a cover that tripled the IRAP levy on banks and insurance companies. Proposals on housing, credit compensation, dividends and the security sector are awaited from Forza Italia. While Noi moderati insists on long rents and deductions on school books and Civici d'Italia proposes halving the tax that municipalities can ask for the citizenship application.

In short, despite the passage of the Caudine forks of the reported, the requests for changes within the majority remain many and varied, and it will be up to the majority summit tomorrow evening with the premier and Minister Giancarlo Giorgetti to try to find a square. Also because, just as Fdi is pushing for amnesties, there is an apparent no to amnesties with a proposal that could further widen the mesh of an amnesty, with the mechanism of silence consent: 'Since there are millions of backlogs, in my opinion the solution is not to make new amnesties,' he says. 'The proposal that I bring as the League and as minister,' Salvini explained, 'is to give local authorities a maximum of six months to respond to the thousands of citizens who applied for an amnesty five years ago or 40 years ago, paying. The municipalities must give an answer, and if they do not do so within six months, silence assent applies, and it means that that property has all the rights and all the permits'.

In Parliament, the web of amendments sees deletions and proposals. In the skimming of proposals, Fratelli d'Italia's proposal to stop the extension of the increase in the tourist tax does not pass. In the same way, Noi Moderati does not indicate the 1,500 euro voucher for families with Isee under 30,000 euro for parish schools. it remains to be seen whether Forza Italia will do the same. The oppositions are also advancing their own priority proposals, focusing on united proposals and also proposing to allocate, majority and opposition, the 100 million from the treasury to a single measure: at the top of the list is a rent fund. Among the common themes in the centre-left are also local authorities for which the oppositions ask for more resources, with Avs demonstrating in the square in the morning against the cuts affecting them.

Returning, however, to the majority's identity proposals, it is the deputy minister for the economy Maurizio Leo himself who confirms that space for the building amnesty, strongly desired by FdI at least for Campania, will be found. 'The particular situation of that region,' he spreads his arms, 'is there for all to see. It remains to be understood, however, for which of the four amnesties proposed by the premier's party there will be a green light. In two cases, in fact, they intervene on the 2003 amnesty - the one that would concern the Campania Region in particular - while another one opens up to an amnesty for sanctioning unauthorised works completed by 30 September 2025, and the last one hypothesises a regularisation of building abuses for municipalities, following the procedures provided for by the 1985, 1994 and 2003 amnesties by 31 March 2026. From FdI then comes the identity amendment signed by group leader Lucio Malan that states that 'the gold reserves managed and held by the Bank of Italy belong to the State, in the name of the Italian people'. This is, by the way, an old warhorse of Senator Claudio Borghi, the League's rapporteur on the manoeuvre, who lets it be known that he fully supports his colleagues' proposal.

The progressive camp meanwhile pushes for a unified package but each then points to their own flags. M5s points, for example, to the Care Income while the Dems point to the digital tax and the cut in resources for the Strait Bridge. Iv puts the start tax and the cut in funds for the Albania protocol in the priorities. Action's proposals include enlarging the number of beneficiaries of the Irpef cut and a no tax area up to 20,000 euro for the under-35s. Avs, as announced, points out two patrimonial assets, one that incorporates the CGIL proposal and one based on wealth staggers on the Spanish model.
