Medicine, even the Council of State saves the filter semester

Even the Council of State, after the Tar, saves the open semester of Medicine. Therefore, the structure of the reform that came in last year to replace the upstream barrier through the old entrance tests with the downstream one at the end of six months of courses and examinations remains in place.
The Order of the Council of State
The Lazio Regional Administrative Court had dismissed the appeals relating to the way in which, as of this year, medical school students were selected, following the approval of the access reform wanted by the Minister for Universities and Research, Anna Maria Bernini.
In an order dated 22 April last, the Council of State established, first of all, that 'the contested order, which is amply motivated, resists the censures formulated in the interlocutory appeal'. And, then, that "the censured system, outlined by Ministerial Decree No. 1115 of 2025, does not appear prima facie illogical or unreasonable"
Previous decisions
The Lazio Regional Administrative Court, in March and April, had rejected the precautionary applications on the appeals because the new system, developed by the Mur to pass the closed-numbered tests, does not present any irregularities. It made it clear that the tests students have to take at the end of the filter semester are not simple tests, but university exams consistent with the courses taken during the semester.
Similarly, the Regional Administrative Court had recognised that the changes made by decree to the composition of the ranking list broaden access without violating the equality between candidates and the right to study objections.
