Migrants, Viminale publishes notice to find 300 rooms for agents working in centres in Albania

Operation Albania, it's going ahead. Yesterday, the Viminale's Public Security Department launched a notice to find 300 single rooms with catering and services to accommodate law enforcement personnel employed in Albania for 24 months in the Gjader and Shengjin migrant centres.

The preliminary market consultation published yesterday and made known by La Presse is due to the "need to explore the reference market in order to identify, in a short time, an economic operator to whom to entrust the supply of accommodation services in single hotel rooms with catering and related services for the staff of the FF. di PP. employed in Albania for the performance of activities related to the operation of the Gijader and Shengjin migrant centres, for a period of no. 2 years (24 months)". In particular, the needs are estimated "at a maximum of no. 300 operators (no. 300 single-occupancy rooms), which can be estimated at no. 400 operators (no. 400 single-occupancy rooms) during staff turnover".

Requirements for participation

The department is looking for economic operators interested in entering into a two-year agreement and stipulates certain 'participation requirements'. Firstly, the subjects must be 'authorised, according to the regulations in force, to carry out hotel and catering activities'. Moreover, the facilities 'must possess all the required safety certifications'. Finally, and crucially, they will need 'territorial contiguity of the hotel structure with the Gijader and Shengjin migrant centres'.

Notice open until mid-July

Expressions of interest can be sent until mid-July to the Department of Public Security - Central Directorate of Technical-Logistical Services and Asset Management. "Since this is an expression of interest," it is specified, "there is no need to submit technical and/or economic offers, but only an expression of availability. Operators who express their interest, submitting proposals in line with the administration's requirements detailed in the attached technical form, will subsequently be invited to submit a technical-economic offer, following an inspection of the premises in question'.

The card lists the additional services sought: in addition to 'safe-keeping', there is 'catering'. Three meals a day, with details of the breakfast, which must include a "minimum composition: coffee; milk; tea; jam; brioche; sandwich; hot/cold drinks (your choice: one among at least three types of hot drinks, i.e. milk with and without coffee, tea, chocolate; one among at least three types of cold drinks, i.e. fruit juices in a choice of at least three flavours, dispensed on tap or with a returnable vacuum); croissant or alternatively fruit/chocolate tart or packet of biscuits or packet of fruit or chocolate vegetable preserves'.

Meals

"Each meal, midday and evening," on the other hand, "will have the following characteristics: hot first course (at least three choices, including one plain); hot second course (at least two choices plus the addition of a cold dish and a vegetarian dish, i.e. also containing vegetable protein); seasonal side dish, with at least two choices; bread; seasonal fruit (two choices); choice of a drink between water (sparkling or still), fruit juice or other beverage. Drinks must be served in special 'on tap', or with a returnable vacuum. In the composition of daily menus, the supplier must in any case ensure a choice of a main course of meat or fish every day".
