Urban planning: in Milan, the Gdf seizes 12.5 million from the construction firm Bluestone

On the morning of 2 September, the Economic and Financial Police Unit of the Milan Guardia di Finanza carried out a preventive seizure, with a view to confiscation, of over 12.5 million euros from Bluestone Crescenzago, the company that built the Park Towers in the Parco Lambro area. The measure also concerns two legal representatives who successively led the company between 2023 and 2025.

The operation forms part of the wider investigation into urban planning in Milan launched last year and relates, in particular, to the case of the two towers in Crescenzago, which is already the subject of legal proceedings that have reached the trial stage. Among the defendants is Andrea Bezziccheri, the owner of Bluestone. The company is under investigation under the legislation on the administrative liability of legal entities.

At the heart of the latest developments in the investigation are the tax credits linked to the Sismabonus scheme. According to the Public Prosecutor’s Office, Bluestone is alleged to have wrongfully obtained tax credits totalling 8 million 976 thousand euros. The allegation stems from the planning classification of the project: according to the prosecution’s case, the Park Towers were built as a building refurbishment rather than as a new build.

A classification which, according to the investigators, would have enabled the company to claim the tax benefit without being entitled to it. Of those tax credits, again according to the Public Prosecutor’s Office’s reconstruction, €3,590,400 were allegedly used for set-off, whilst a further €3,219,936 were allegedly transferred to third parties. The alleged offences are aggravated fraud against the State and the unauthorised offsetting of non-existent tax credits.

The seizure order was authorised by investigating magistrate Angelica Cardi at the request of public prosecutors Paolo Filippini, Luisa Baima Bollone and Mauro Clerici, with assistant public prosecutor Paolo Ielo. The order covers up to 12,566,400 euros and provides for the direct seizure, or seizure of an equivalent amount, of the sums identified as the alleged proceeds of the alleged offences.
