The manoeuvre continues its journey through the House Budget Committee. This time it is the turn of the amendments of the rapporteurs in anticipation, on Friday 13 December, of the government's amendment proposals, which as such have a better chance of passing the vote test. Among the main issues affected by this first tranche of proposals are milk quotas and stock options.

Examination of the amendments resumed at 11 a.m. The government's proposed amendments and a second package of amendments by the rapporteurs are expected by 2 p.m. Voting went as far as Article 30. All amendment proposals were rejected, including the one on the introduction of the minimum wage signed by all the oppositions who requested a roll-call vote on the amendment. According to information, there should be a new meeting in the morning at the Mef between the government, majority group leaders and 1 rapporteurs. The goal remains to close the Commission's work by Sunday morning, 15 December, at 8 a.m. so that it can reach the Chamber of Deputies on Monday 16.

Milk quota regulation, rebates for fines

In the last few hours, an amendment by the rapporteurs has popped up to resolve the milk quota disputes. The proposed amendment envisages the establishment at the Ministry of Agriculture of a collegial body, composed of a magistrate of the Court of Auditors, a State Lawyer, and a manager of the Agea (Agency for Agricultural Disbursements). The body, in office for three years, has the task of resolving outstanding debt positions, i.e. fines, by formulating a proposal that provides for, among other things, a reduction of 0.3% per year in the levy due - which may rise to 0.5% in cases where producers are still active - and a reduction in interest due of up to 50%.

According to another amendment proposal filed by the rapporteurs, financial intermediaries and financial holding companies (or holding companies) are also considered as financial operators for the purpose of applying the regime that provides for an additional 10% tax rate on remuneration in the form of bonuses and stock options.

Aifa president will adopt new drug criteria

According to the provisions of another amendment, it will be the president of Aifa, and not the technical-scientific director, who will adopt the act that by 31 March 2025 will define the evaluation criteria for attributing therapeutic innovativeness to new drugs, which will allow access to reimbursement by the National Health Service. The proposal modifies the text of the manoeuvre, which initially entrusted the task only to Aifa's technical-scientific director.

5% reduced VAT also for mountaineering courses

Finally, there is news on winter sports. VAT on mountaineering courses is reduced to 5 per cent, bringing it to the same level as that on other winter sports activities: this is provided for in an amendment to the manoeuvre filed by the rapporteurs. The costs resulting from the rule, estimated at EUR 100,000 per year starting from the year 2025, will be covered by reducing the fund for unavoidable needs.
