According to information from sources in the Ministry of Labour, the rule (already present in the first versions of the decree but then left due to the need for coordination with the manoeuvre) will be presented as an amendment by the rapporteur under pressure from the same ministry. The rule, present in the first versions of the measure, had been eliminated in the one approved by the cdm before the end of the year due to the need for coordination with the manoeuvre that had not yet come into force. It may now re-enter as an amendment by the rapporteur.
Files, repentance, beaches, majority wants postponement
A further reopening of the 'rottamazione quater', the extension of the special reprieve, the extension of concessions for bathers and hawkers. These are some of the extensions on which the majority insists, including them among the amendments 'signalled' to the 'milleproroghe' decree. On the other hand, the battle to postpone the entry into force of the tax on small non-EU parcels to July has been put aside. Even if, after the opening of the Ministry of the Economy, it is not excluded that the subject could be brought up again in some way.
Fewer than 400 proposed amendments to be put to the vote
With the dossier of reported amendments arrived at the Chamber's Constitutional Affairs and Budget committees, the package of 1,133 amendments is thinned out by about a third: there are less than 400 proposed changes destined to be submitted to the vote (which should begin no earlier than the week of 9 February). In particular, the League insists - despite the dissatisfaction of the Court of Auditors' magistrates - on the extension to 2026 of the tax shield, but also on the further reopening of the "rottamazione quater" for those who did not comply with the second instalment and on the postponement to 2027 of the increase in taxation from 26% to 33% on income from crypto and stablecoin. Forza Italia, on the other hand, confirms the amendment to extend to 2023 the special reprieve for those who have entered into an arrangement with creditors. On the other hand, the Azzurri renounced their request for a 6-month postponement (to 1 July) of the tax on small non-EU parcels. On the proposal, Economy Minister Giancarlo Giorgetti opened to an evaluation: "we will see to make it consistent" with the European tariffs, in force since July. The majority also insists on the concessions of bathers and hawkers: among the flagged ones are the identical amendments by FI and the Mixed group to postpone indefinitely the tenders for the awarding of bathing concessions and those by the League and Forza Italia to extend to 2032 the validity of the existing concessions for trading in public areas. Also among the reported ones is the bipartisan proposal to renew the tax credit on paper in favour of publishing companies in 2026, 2027 and 2028. From the oppositions, then, the PD asks to approve the amendment to block taxes in areas hit by bad weather, while Azione puts on the table "concrete proposals to support the health sector, women, families, energy and culture".
