Monza: the State Property Office has published a notice regarding a student accommodation block in the former barracks
Part of the former IV Novembre barracks in Monza is set to be converted into a large student accommodation block with ‘at least 600 beds’. The State Property Agency has launched a public-private partnership scheme for the redevelopment of approximately 19,000 square metres of the complex, involving private investment in the design, construction and management of the new university halls of residence.
All student accommodation must charge ‘agreed rates below average market rates’, but at least 30 per cent of beds must be reserved, as required by law, for successful applicants to the ‘right to education’ schemes.
The contribution of the State Property Office
The project will be funded mainly by private capital, but the State Property Agency may contribute up to 30 per cent of the budget for the halls of residence and associated services, up to a maximum of 22.8 million euros.
As an alternative – either in full or in part – to the financial contribution, a portion of the land may be transferred to the private operator to develop buildings for complementary and compatible uses.
The project will not be limited to housing. Proposals must include the design and construction of infrastructure works and incorporate criteria relating to environmental and economic sustainability, innovation, and the creation of social and cultural value.
